Board of Selectmen minutes from 08-19-09

August 19, 2009 – approved as amended by the BOS 09/02/09
Senior Center – 6:00 p.m.

The meeting was called to order at 6:00 p.m.  Present were First Selectman Anthony J. DaRos; Second Selectman Francis W. Walsh and Third Selectman John Opie.  Also attending were Ainsley Highman, Chairman, Parks and Open Space Authority; Peter Black, RTM Member; Jamie Cosgrove; Ann Devlin; Peter Davis; Pam Johnson, The Sound; and Diane Stricker.

Motion made by Selectman Opie to approve the minutes of August 5, 2009.  Seconded by Selectman Walsh.  Vote unanimous.

Motion made by Selectman Walsh to table the following resolution:

Resolved, that Anthony J. DaRos, First Selectman is hereby authorized to make, execute and approve on behalf of the Town of Branford any and all contracts and amendments and to execute and approve on behalf of this municipality other instruments as part of or incident to such contracts and amendments, effective until otherwise ordered by the Board of Selectmen.

Seconded by Selectman Opie.  Vote unanimous.

Patricia Andriole addressed the Board to explain the request to approve the following resolution:

Resolved, that Anthony J. DaRos, First Selectman of the Town of Branford is authorized to enter into and amend contractual instruments with the Department of Mental Health and Addiction Services of the State of Connecticut.

Motion made by Selectman Walsh to approve the resolution.  Seconded by Selectman Opie.  Vote unanimous.

Ainsley Highman, Chairman, Parks and Open Space Authority addressed the Board to explain the request to waive bid for the trail restoration work and award the contract to J.G. Boyd & Sons.

Motion made by Selectman Walsh.  Seconded by Selectman Opie.  To approve a request from Ainsley Highman, Chairman, Parks and Open Space Authority, to waive bid for the trail restoration work and award the contract to J.G. Boyd & Sons.  No action was taken on this item.  Ainsley Highman will bring back more detail.

First Selectman DaRos read the following proclamation:
September 2009
Blood Cancer Awareness Month

Whereas,        blood cancers currently afflict more than 894,543 Americans with an estimated 138,530 new cases diagnosed each year, and
Whereas,        leukemia, lymphoma and myeloma will kill an estimated 52,910 people in the United States this year, and
Whereas,        the Leukemia & Lymphoma Society, through voluntary contributions, is dedicated to finding cures for these diseases through research efforts and the support for those that suffer from them, and
Whereas,        the Leukemia & Lymphoma Society maintains offices in Fairfield County and Meriden, Connecticut to support patients with these diseases and their family members in the Town of Branford, and
Whereas,        the Town of Branford is similarly committed to the eradication of these diseases and supports the treatment of its citizens that suffer from them, and
Whereas,        the Town of Branford encourages private efforts to enhance research funding and education programs that address these diseases,
Now Therefore be it resolved, that the Town of Branford joins with The Leukemia & Lymphoma Society in designating the month of September 2009 as Leukemia, Lymphoma & Myeloma Awareness Month to enhance the understanding of blood related cancers and to encourage participation in voluntary activities to support education programs and the funding of research programs to find a cure for them.

Motion made by Selectman Opie.  Seconded by Selectman Walsh.  Vote unanimous.

First Selectman DaRos mentioned the youth work programs and praised the efforts of youngsters who came from all over the country to help some needy Branford residents.  First Selectman DaRos thanked the volunteers and expressed his appreciation on behalf of the Board of Selectmen.

First Selectman DaRos also announced that a public meeting will be held on September 9, 2009 at the Branford High School regarding the Amtrak Bridge construction project. 

Lieutenant Morgan addressed the Board to discuss a grant in the amount of $30,000 to be used for the purchase of a traffic police car.   The grant is a Connecticut Local pass through grant from the Federal Government though the Office of Policy and Management also known as a local JAG grant to be used for the purchase of equipment.  Lieutenant Morgan stated that the Board needed to approve a resolution to accept the grant.  Lieutenant Morgan did not have a copy of the resolution.  The Board members agreed that this is a typical grant.

(NOTE:  the resolution concerning this grant was actually Item #2 on the agenda that was previously tabled.)

The Board of Selectmen amended the minutes to include the following resolution:
Resolved, that Anthony J. DaRos, First Selectman is hereby authorized to make, execute and approve on behalf of the Town of Branford any and all contracts and amendments and to execute and approve on behalf of this municipality other instruments as part of or incident to such contracts and amendments, effective until otherwise ordered by the Board of Selectmen.

In addition, the Board amended the minutes to specify that the above resolution is applicable only to the JAG Grant for the purchase of traffic police car.

Motion made by Selectman Opie to pass the resolution to accept the grant.  No second.

Motion made by Selectman Opie to add this item to the agenda.  Seconded by Selectman Walsh.  Vote unanimous.

Motion made by Selectman Opie to pass a resolution to accept the Connecticut Local JAG grant.  Seconded by Selectman Walsh.  Vote unanimous.

Ann Devlin addressed the Board regarding the paving of local streets.

Jamie Cosgrove addressed the Board concerning comments made at the previous BOS meeting regarding Town Hall staff.

Motion made by Selectman Walsh to adjourn the meeting at 6:50 p.m.  Seconded by Selectman Opie.  Vote unanimous.
