Senior Center – 6:00 p.m.
The meeting was called to order at 6:00 p.m. Present at the meeting were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie. Also present were Marianne Kelly, Town Clerk; Joanne Cleary, Tax Collector and Attorney Shelley Marcus, Town Attorney.
Motion made by Selectman Sullivan to approve the minutes of the March 21, 2007. Seconded by Selectman Opie. Vote unanimous.
Motion made by Selectman Sullivan to approve the following resolution:
Resolved, that Cheryl P. Morris, First Selectwoman of the Town of Branford is empowered to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for a Historic Document Preservation Grant.
Seconded by Selectman Opie. Vote unanimous.
Joanne Cleary addressed the Board to provide more information concerning the request to consider a refund of interest in the amount of $405.10 on a tax account for property located at 341 Pine Orchard Road, Melanie Massey. Motion made by First Selectwoman Morris to deny the request at this time. Seconded by Selectman Sullivan. Vote unanimous.
Academy on the Green – Martha Bradshaw term to expire January 30, 2012. Motion made by First Selectwoman Morris to approve the reappointment. Seconded by Selectman Opie. Vote unanimous.
Green Use
To consider and if appropriate approve a request from the Branford River Project and Town of Branford (Solid Waste Management Department) for use of the Town Green on April 21, 2007 (raindate May 5) from 9:00 a.m. to noon to hold the Annual Clean Up Day. Motion made by First Selectwoman Morris to approve the request. Seconded by Sullivan. Vote unanimous.
Motion made by First Selectwoman Morris to enter into executive session at 6:30 p.m. to discuss pending tax appeals. Return to regular meeting at 6:55 p.m. For the record no votes were taken while in executive session. Present were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie. Also present was Attorney Shelley Marcus, Town Attorney.
Motion made by Selectman Sullivan to approve stipulated judgment agreements in the following tax appeal cases:
Keyser, LLC v. Town of Branford, 14 Sixth Avenue
Oak Level, LLC v. Town of Branford, 10 Sixth Avenue
Menzies v. Town of Branford, 13 Ferry Lane and 23 Spring Rock Road
Lovejoy v. Town of Branford, 125 Johnson’s Point Road
Berdon v. Town of Branford, 226 Pleasant Point Road
Joy v. Town of Branford, 93 Sunset Beach Road
Barry v. Town of Branford, 81 Sunset Beach Road
Grubbs v. Town of Branford, 33 Castle Rock
Seconded by Selectman Opie except for 226 Pleasant Point Road, Selectman Opie abstained. The vote on 226 Pleasant Point Road was seconded by First Selectwoman Morris, 2 yeas, 1 abstention (Opie). Vote unanimous for all properties listed above except 226 Pleasant Point Road.
Motion made by Selectman Sullivan to table the following tax appeal: Cellular Genomics v. Town of Branford, 30-36 East Industrial Road. Seconded by First Selectwoman Morris. Vote unanimous.
