MINUTES OF SELECTMEN'S MEETING
January 17, 2007 - unapproved
Senior Center - 6:00 p.m.
The meeting was called to order at 6:00 p.m. Present at the meeting
were First Selectwoman Cheryl P. Morris, Second Selectman Richard
Sullivan, Third Selectman John Opie. Also present were RTM
representatives Frank Twohill and Pam Fowler; Pam Roy and Marcia
Chambers (arrived at 6:06); and Attorney Shelley Marcus, Town Attorney.
Motion made by Selectman Opie to approve the minutes of the December 20,
2006. Seconded by Selectman Sullivan. Vote unanimous.
First Selectwoman Morris read the following proclamation:
"Wear Red Day For Women"
Whereas, diseases of the heart are the nation's leading cause of death
and stroke is the third leading cause of death;
Whereas, more than 6,000 women in Connecticut die of cardiovascular
disease each year; and,
Whereas, cardiovascular diseases (CVD) are the leading cause of death
among women--; and,
Whereas, Cardiovascular disease and stroke kill more than 480,000 women
in the US every year; more than the next 5 causes of death combined,
including all cancers and,
Whereas, of every 5 people who die from stroke, about 2 are men and 3
are women and,
Whereas, one in 2.6 deaths in women are from cardiovascular disease
(CVD); and,
Whereas, about 46,000 more women than men have a stroke each year; and,
Whereas, the American Heart Association is continuing their Go Red For
Women movement to encourage women to pay attention to their hearts and
help them live longer, stronger lives by reducing their risk for
cardiovascular disease;
Now Therefore, We the Branford Board of Selectmen, in recognition of the
importance of the ongoing fight against heart disease and stroke, do
hereby proclaim February 2, 2007, to be "Wear Red Day For Women" in
Branford, Connecticut, and urge all citizens to wear red in recognition
of family, friends, and neighbors who have suffered from heart disease,
and as a show of support to fight it. By increasing awareness of the
risk factors for this devastating disease and taking actions to reduce
them, we can save thousands of lives each year.
Motion made by Selectman Sullivan to approve the proclamation. Seconded
by Selectman Opie. Vote unanimous.
Motion made by First Selectwoman Morris to approve a request from the
Branford Festival Corporation for use of the Town Green June 15 through
June 17, 2007 to hold the annual Branford Festival. Seconded by
Selectman Opie. Vote unanimous.
Appointments:
Community Action Agency Advisory Council - Michael Freeman. Motion made
by First Selectwoman Morris to approve the appointment. Seconded by
Selectman Opie. Vote unanimous.
Greater New Haven Transit District - Bill Pinette to fill a vacancy left
by Matt Brady term to expire December 9, 2008. Motion made by First
Selectwoman Morris to approve the appointment. Seconded by Selectman
Sullivan. Vote unanimous.
Board of Ethics - Jeffrey Clark to fill a vacancy left by Thomas Murray
term to expire January 30, 2008. Motion made by Selectman Opie to
approve the appointment. Seconded by Selectman Sullivan. Vote
unanimous.
Reappointments:
Greater New Haven Transit District - Arthur Pappas term to expire
December 31, 2010. Motion made by First Selectwoman Morris to approve
the reappointment. Seconded by Selectman Opie. Vote unanimous.
Board of Police Commissioners - 3 years
Robert Gott and Jill Marcus terms to expire January 30, 2010. Motion
made by First Selectwoman Morris to approve the reappointments.
Seconded by Selectman Sullivan. Vote unanimous.
Solid Waste Management Commission - 5 years
Jay Avitable and Mary Jo Riddle terms to expire September 30, 2011.
Motion made by First Selectwoman Morris to approve the reappointments.
Seconded by Selectman Opie. Vote unanimous.
Water Pollution Control Authority - 5 years
Ali Abulugma term to expire October 15, 2011. Motion made by First
Selectwoman Morris to approve the reappointment.
Board of Ethics - 5 years
Alice Lambert term to expire January 30, 2011. Motion made by First
Selectwoman Morris to approve the reappointment. Seconded by Selectman
Sullivan. Vote unanimous.
Motion made by Selectman Opie to enter executive session at 6:19 p.m. to
discuss pending tax appeals. Seconded by Selectman Sullivan. Vote
unanimous.
Return to regular meeting at 6:32 p.m. For the record no votes were
taken while in executive session. Present were First Selectwoman Cheryl
P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie.
Also present was Attorney Shelley Marcus, Town Attorney.
Motion made by Selectman Sullivan to approve stipulated judgment
agreements in the 1 Commecial Street Associates v. Town of Branford, 1
Commercial Parkway, tax appeal case; Mosberg v. Town of Branford, 42
Summer Island Road, tax appeal case; Weil v. Town of Branford, 128
Thimble Island Road, 3 Ridge Road and 4 Rextile Road, tax appeal case;
and approve a tax settlement for property located at 252 Leetes Island
Road, Lot #8. Seconded by Selectman Opie. Vote unanimous.
Correspondence - None
Other: First Selectwoman Morris mentioned an email concerning volunteer
work that was done at the Community Dining Room by employees at the
Cintas Corporation. She expressed appreciation to Mr. Dan Bonelli and
his fellow employees for their support.
Motion made by First Selectwoman Morris to adjourn the meeting at 6:35
p.m. Seconded by Selectman Sullivan. Vote unanimous.
