Board of Selectmen minutes from 06-20-07

June 20, 2007 – approved by the BOS 7/18/07

The meeting was called to order at 6:00 p.m.  Present at the meeting were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie.  Also present was Peg Hall, Solid Waste Manager. 
Motion made by Selectman Opie to approve the minutes of June 6, 2007.  Seconded by Selectman Sullivan.  Vote unanimous.
Peg Hall, Solid Waste Manager, addressed the Board to explain the request to approve a recommendation from the Solid Waste Management Commission to rejoin SCRRRA and award the receipt of bottles and cans for 3 more years at no price increase contingent upon approval by the Board of Finance. 
Motion made by Selectman Sullivan to approve the recommendation to extend the contract for the Recycling of Bottles and Cans (the “Second amendment to Recycling Services Contract”) with the Southeastern Regional Resources Recovery Authority (SCRRRA) for three years through June 30, 2010 at the current terms and prices, contingent upon the agreement of the Board of Finance.  Seconded by Selectman Opie.  Vote unanimous.
Peg Hall, Solid Waste Manager, addressed the Board to explain the recommendation from the Solid Waste Management Commission to lower the tip fee for scrap metal to $0 effective July 1, 2007.
Motion made by Selectman Opie to approve the recommendation from the Solid Waste Management Commission to suspend the tip fee for scrap metal at the Transfer Station until further notice, effective July 1, 2007.  Seconded by Selectman Sullivan.  Vote unanimous.
Motion made by First Selectwoman Morris to add an item to the agenda #3A, a request from the Canoe Brook Senior Center to waive Branford ordinance #115-3 and allow beer and wine to be served at the Canoe Brook Center’s Country Nite dinner on June 27, 2007, from 5:00 p.m. to 7:30 p.m..  Seconded by Selectman Sullivan. Vote unanimous.
Motion made by First Selectwoman Morris to approve, a request from the Canoe Brook Senior Center to waive Branford ordinance #115-3 (as permitted by #115-4) regarding the consumption of alcoholic beverages in a public area and allow beer and wine to be served at the Canoe Brook Center’s Country Nite dinner on June 27, 2007, from 5:00 p.m. to 7:30 p.m..  Seconded by Selectman Sullivan. Vote unanimous.
Executive Session – Tax appeals - None.
Correspondence – First Selectwoman Morris read a portion of a letter received by Ed Zack resigning from the Sewer Commission.  First Selectwoman Morris thanked him for all of his hard work.  In addition, she mentioned that he resigned from the Dan Cosgrove Animal Shelter Commission.  She thanked him for all of his hard work on the commission as well.  Selectman Opie mentioned a letter received from Mr. Guyott regarding the condition of Thimble Island Road.  First Selectwoman Morris stated that she would follow up with Public Works. 
Other – Selectman Sullivan updated the Board on the progress of the Vision project stating that the meetings would be held at the Branford High School.
First Selectwoman Morris thanked all the volunteers for the time and effort that went into the annual Branford Festival.  She congratulated all the High School seniors that graduated on Tuesday and reminded everyone that the Annual Fireworks are scheduled for Saturday, June 23, 2007, raindate is Sunday.
Motion made by First Selectwoman Morris to adjourn the meeting at 6:22 p.m.  Seconded by Selectman Opie.  Vote unanimous.
