Board of Selectmen minutes from 04-18-07

April 18, 2007 – approved by the BOS 5/2/07

The meeting was called to order at 6:00 p.m.  Present at the meeting were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie.  Also present were Police Chief Robert Gill; Barbara Neal, Assessor; Pam Fowler, RTM member; Shelley Marcus, Town Attorney; and Mark Zaretsky, Reporter.
 
Motion made by Selectman Opie to approve the minutes of the April 4, 2007.    Seconded by Selectman Sullivan.  Vote unanimous.
 
Chief Gill addressed the Board to provide additional information concerning the request for the disposal of retired police motor vehicles by auction, sale or other means.  Chief Gill explained that these vehicles are inoperable and that the mechanic takes necessary parts from these vehicles as replacement parts for other vehicles within the fleet.
 
Motion made by Selectman Opie to approve a request from Police Chief Robert Gill and waive Section 73-1 for the disposal of retired police motor vehicles by auction, sale or other means.  The motion was amended by First Selectwoman Morris to include any other inoperable town vehicles (vehicles that are of scrap value only).  Amended motion seconded by Selectman Sullivan.  Vote unanimous.
 

Motion made by First Selectwoman Morris to add an item to the agenda (item 2A).  Seconded by Selectman Sullivan.  Vote unanimous.

 

Motion made by First Selectwoman to approve a request from the National Association of Letter Carriers for use of the Town Green on Saturday, May 13, 2007 to hold a kick off for the 15th Annual National Association Of Letter Carriers food drive.  Seconded by Selectman Opie.  Vote unanimous.

 

Motion made by Selectman Sullivan to approve a request from the Orchard House to waive ordinance 115-3 of the Code of The Town of Branford and allow beer and wine to be served at the 26th Annual Volunteer Recognition Party on May 7, 2007 from 3:30 p.m. to 6:30 p.m. at the Orchard House.  Motion amended by First Selectwoman Morris to include verification that the party was for “adults only”.  Motion made by Selectman Sullivan to approve the amended motion.  Seconded by First Selectwoman Morris.  Vote unanimous.Motion made by Selectman Opie to approve the following proclamation:

 
TENTH ANNUAL

“TAKE A STEP DAY”

APRIL 24, 2007

 

WHEREAS, MILLIONS OF AMERICANS, INCLUDING CHILDREN, TEENS, ADULTS AND THE ELDERLY, MAY EXPERIENCE THE DISEASE OF SUBSTANCE ABUSE AT SOME POINT DURING THEIR LIVES AND MAY SUFFER DEVASTATING CONSEQUENCES AS A RESULT; AND,

 

WHEREAS, NOT MANY FAMILIES IN AMERICA HAVE BEEN SPARED SOME DIRECT OR INDIRECT EXPERIENCE WITH ADDICTION; AND,

 

WHEREAS, THE BRANFORD COUNSELING CENTER, ALONG WITH THE BRANFORD POLICE DEPARTMENT, BRANFORD RECREATION DEPARTMENT, FAMILY RESOURCE CENTER, SCHOOL AGE CHILD CARE, YOUTH OUTREACH WORKER, BRANFORD FIRE DEPARTMENT, AND THE SCHOOLS, HAVE DEVELOPED ACTIVITES FOR “TAKE A STEP DAY” ON APRIL 24, 2007; AND,

 

WHEREAS, APRIL 24, 2007 WILL BE DESIGNATED AS A DAY TO INFORM, TO INVOLVE,  TO COUNSEL AROUND THE ISSUES OF SUBSTANCE ABUSE, AND WILL PRESENT ALTERNATIVE, AND POSITIVE WAYS FOR CHILDREN TO FOLLOW; AND,

 

WHEREAS, THE THIRD GRADES FROM MARY R. TISKO, ST. MARY, MARY T. MURPHY, JOHN B. SLINEY AND WIGHTWOOD SCHOOLS WILL PARTICPATE IN LEARNING HEALTHY CHOICES TO COMBAT SUBSTANCE ABUSE; AND,

 

WHEREAS, IT IS BELIEVED THAT COLLABORATION WITH POLICY MAKERS, GOVERNMENT, SCHOOLS, BUSINESSES, CIVIC ORGANIZATIONS, POLICE, HEALTHCARE PROVIDERS, CLERGY, PARENTS, AND OTHERS WILL MOVE THE COMMUNITY A STEP CLOSER TO REDUCING SUBSTANCE ABUSE IN BRANFORD;

 

NOW, THEREFORE, IN RECOGNITION OF THE ABOVE ORGANIZATIONS’ EFFORTS TO THE CITIZENS OF THE TOWN OF BRANFORD, WE, THE BRANFORD BOARD OF SELECTMEN OF THE TOWN OF BRANFORD, DO HEREBY OFFICIALLY DESIGNATE APRIL 24, 2007 AS “TAKE A STEP DAY”.

Seconded by Selectman Sullivan.  Vote unanimous.
 

Motion made by Selectman Opie to approve the following proclamation:

 

Fourth Annual

“Children Feeding Children Day”

April 28, 2007

Whereas,  the Community Dining Room, a Branford Human Service Agency, has provided food support and referral services to shoreline families and children in need for nearly 20 years, and;
 
Whereas,  the Community Dining Room recognizes that good nutrition is a critical component to every child’s well being and readiness for learning thus promoting a stronger and more vital community, and;
 
Whereas,  the Community Dining Room have provided over 400,000 meals since its inception in 1985; and,
 
Whereas, its Board of Directors, volunteers and friends have organized the Fourth Annual Strollerthon-Walkathon on April 28, 2007, to help raise awareness of the importance of good nutrition for the well-being of our families and children;
 
Now, Therefore, in recognition, of the above organizations’ efforts to the citizens of the Town of Branford and neighboring communities, We, the Board of Selectmen of the Town of Branford, do hereby officially designate April 28, 2007 as “Children Feeding Children Day” in the Town of Branford.
Seconded by Selectman Sullivan.  Vote unanimous.
 
Reappointments:

Center Revitalization Review Board – Norbert Church and Earl Lind terms to expire March 31, 2007.  Motion made by Selectman Opie to approve the reappointment.  Seconded by Selectman Sullivan.  Vote unanimous.
 

Appointments:

Board of Ethics – Dr. Leonard Farber to fill a vacancy left by Carol Bryan term to expire January 30, 2012.  Motion made by First Selectwoman to table the item.  Seconded by Selectman Sullivan.  Vote unanimous.
 
Motion made by Selectman Sullivan to take the pending tax appeal of Cellular Genomics off the table for discussion during executive session.  Seconded by Selectman Opie.  Vote unanimous.
 
Motion made by Selectman Opie to enter executive session to discuss pending tax appeals at 6:20 p.m.  Seconded by Selectman Sullivan.  Vote unanimous.
 
Return to regular session at 7:20 p.m.
 
For the record no votes were taken while in executive session.  Present during executive session were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie.  Also present were Barbara Neal, Assessor and Shelley Marcus, Town Attorney.
 
Motion made by Selectman Sullivan to approve the stipulated judgment agreements in the following tax appeal cases:
Harrison v. Town of Branford – 5 Clam Island
Giglietti v. Town of Branford – 31 Sunrise Cove Road
Cellular Genomics v. Town of Branford – 30-36 East Industrial Road
Seconded by Selectman Opie.  Vote unanimous.

Motion made by Selectman Opie to adjourn the meeting at 7:21 p.m.  Seconded by Selectman Sullivan.  Vote unanimous.
