The meeting was called to order at 6:00 p.m. Present were First Selectman Anthony J. DaRos; Second Selectman Francis W. Walsh and Third Selectman John Opie. Also attending were Janice Plaziak, Town Engineer; Tim Gaffney and Joe Scalise from the State of Connecticut Department of Transportation; many residents from 155 North Ivy Street, Highland Trailer Park; Diane Stricker, Reporter, Branford Review and Marcia Chambers.
Motion made by Selectman Walsh to approve the minutes of July 2, 2008. Seconded by Selectman Opie. Vote unanimous.
Tim Gaffney and Joe Scalise from the State of Connecticut Department of Transportation addressed the Board to explain project # 14-174 the realignment of Brushy Plain Road (Snake Hill). Mr. Gaffney explained that this project will be paid with all federal and state money (80% federal and 20% state). This project has been in the works for many years. It required some property acquisition from SNET. The road will be straightened and widened to provide a safer travel route.
First Selectman DaRos read the following resolution:
To authorize the application for the Municipal Plan or Conservation and Development Grant referenced in Section 13 (a)(1) of Public Act 07-7 (An act Authorizing and Adjusting Bonds of the State for Capital Improvements and for Transportation Infrastructure Improvements and Concerning The Connecticut State University Infrastructure Act);
Identifies Anthony J. DaRos, Fist Selectman of the Town of Branford as an individual authorized to sign the grant application and administer the grant. Such application is attached to and made a part of the record.
Selectman Walsh made a motion to approve the resolution. Seconded by Selectman Opie. Vote unanimous.
First Selectman DaRos read the following resolution:
Resolved, that Anthony J. DaRos is the duly elected First Selectman and is hereby authorized to execute and deliver in the name of the Town of Branford a certain contract with the Connecticut State Library, State of Connecticut, for a State Public Library Construction Grant.
The Board moved on to address items under correspondence, while a memo from James Finch Finance Director concerning the resolution was located.
First Selectman DaRos mentioned letters (copies given to the Board members) that the Board has received concerning the Town’s Plan of Conservation and Development that is currently being updated and reviewed by the Planning and Zoning Commission.
First Selectman DaRos mentioned the State of Connecticut Public Service Awards program that is recognizing veterans of World War II. He requested that all veterans of World War II or family members of those veterans contact the Town Clerk’s Office so that they can be put on the list to be contacted for the recognition ceremony.
Residents from 155 Ivy Street, Highland trailer park addressed the Board to express concerns with the current state of the trailer park. Some of the complaints included inequities in the amount of fees paid by each renter, uncut grass, dead and/or decaying trees that need to be removed, some of the recycling is not being picked up. First Selectman DaRos stated he would take a ride to the area on Thursday morning and do what ever he could to help.
Motion made by Selectman Walsh to approved the following resolution: Resolved, That Anthony J. DaRos is the duly elected First Selectman and is hereby authorized to execute and deliver in the name of the Town of Branford a certain contract with the Connecticut State Library, State of Connecticut, for a State Public Library Construction Grant. Seconded by Selectman Opie. Vote unanimous.
Motion made by Selectman Walsh to adjourn the meeting at 6:55 p.m. Seconded by Selectman Opie. Vote unanimous.
