The meeting was called to order at 6:03 p.m. Present were First Selectman Anthony J. DaRos; Second Selectman Francis W. Walsh and Third Selectman John Opie. Also attending were Alex Palluzzi, Recreation Director; Dale Izzo, Assistant Recreation Director and Bill Donaruma, local property owner.
Motion made by Selectman Walsh to approve the minutes of April 16, 2008 and April 30, 2008 (special meeting). Seconded by Selectman Opie. Vote unanimous.
Dale Izzo and Alex Palluzzi addressed the Board to explain the request from the Branford Recreation Department to waive the bidding process for bus services for the Teen Travel Summer Program. The increased costs for the bus services are due to the escalating gas prices. Three proposals were received. The recommendation from the Recreation Department is to award the contract to ABC Motor Coach the lowest proposal received.
Motion made by Selectman Walsh to approve a request from Branford Recreation Department to waive the bidding process for bus services for the Teen Travel Summer Program and award the contract to ABC Motor Coach. Seconded by Selectman Opie. Vote unanimous.
First Selectman DaRos read the following proclamation:
Provider Appreciation Day
May 9, 2008
WHEREAS, the Town of Branford and other organizations nationwide are recognizing Child Care Providers on this day; and
WHEREAS, of the 21 million children under age 6 in America, 13 million are in child care at least part time. An additional 24 million school-age children are in some form of child care outside of school time; and
WHEREAS, by calling attention to the importance of high quality child care services for all children and families within the Town of Branford, these groups hope to improve the quality and availability of such services; and
WHEREAS, our future depends on the quality of the early childhood experiences provided to young children today; high quality early childcare services represent a worthy commitment to our children's future; now,
Therefore, We, the Board of Selectmen of the Town of Branford, do hereby proclaim May 9, 2008 as Provider Appreciation Day in the Town of Branford and urge all citizens to recognize Branford Child Care Providers for their important work.
Motion made by Selectman Walsh to approve the proclamation. Seconded by Selectman Opie. Vote unanimous.
Bill Donaruma addressed the Board to explain the request to lift a restriction placed on property located at 28 School Street. This property was previously owned by the town and at the time of its sale a restriction was place on the deed to for business and professional use only. Mr. Donaruma and Edward Vescovi are requesting that the Board consider lifting the restriction on the third floor only.
Motion made by Selectman Walsh to approve a request from Bill Donaruma and Edward Vescovi to lift a restriction placed on property located at 28 School Street. Seconded by Selectman Opie. Motion made by Selectman Walsh to amend the motion to lift the restriction on the third floor only and require approvals from other boards and commissions as necessary. Seconded by Selectman Opie. Vote unanimous.
Center Revitalization Review Board – Phil Carloni term to expire March 31, 2011 (to fill a vacancy left by Julie Francis). Motion made by Selectman Opie to approve the appointment. Seconded by Selectman Walsh. Vote unanimous.
Commission on Elderly Services – Dana Murphy term to expire December 31, 2008 (to fill a vacancy left by Blossom Rose). Motion made by Selectman Walsh to approve the appointment. Seconded by Selectman Opie. Vote unanimous.
Assistant Animal Control Officer – Eve Vandewalker term to expire July 1, 2008. Motion made by Selectman Walsh. Seconded by Selectman Opie. Vote unanimous.
Commission on Elderly Services – Rebecca Randall term to expire 2010. Motion made by Selectman Walsh. Seconded by Selectman Opie. Vote unanimous.
Water Commission – Robert Criscuolo term to expire May 31, 2013. Motion made by Selectman Opie. Seconded by Selectman Walsh. Vote unanimous.
Housing Authority – Robert Berdon term to expire April 30, 2013. Motion made by Selectman Walsh to remove this item from the agenda. Seconded by Selectman Opie. Vote unanimous.
Motion made by Selectman Opie to add the following reappointment to the agenda.
Richard Schreiber to the Regional Mental Health Board, Inc. term to expire April 30, 2010. Seconded by Selectman Walsh. Vote unanimous.

Motion made by Selectman Walsh to approve the reappointment. Seconded by Selectman Opie. Vote unanimous.
East Shore Health Department Regional Board – Darlene Zimmermann term to expire February 28, 2011. Motion made by Selectman Walsh to approve the reappointment. Seconded by Selectman Opie. Vote unanimous.
Correspondence – First Selectman DaRos acknowledged a letter from Ken Graham regarding a vacancy on the Youngs Park Commission. Donald Erickson’s term expired on April 30, 2008 and he did not wish to be reappointed.
