Board of Selectmen minutes from 05-21-08

The meeting was called to order at 6:00 p.m.  Present were First Selectman Anthony J. DaRos; Second Selectman Francis W. Walsh and Third Selectman John Opie.  Also attending were James Finch, Finance Director; Norman Esborn, Co-chair, Parker Memorial Park Commission; Al Russell, Co-chair., Parker Memorial Park Commission; Manny Furtado, Superintendent, Waste Water Treatment Plant; Vision Committee members Karyl Lee Hall, Ray Figlweski, Vincent Cassella, Doug Marsh, Laura Collins and Terry Elton.

Al Russell and Norm Esborn addressed the Board and gave a presentation concerning the history of Parker Memorial Park.

First Selectman DaRos read the following resolution:

Resolved, that Anthony J. DaRos, First Selectman of the Town of Branford be and hereby is authorized to execute on behalf of the Town of Branford an Open Space and Watershed Land Acquisition Grant Agreement and a Conservation and Public Recreation Easement and Agreement with the State of Connecticut for financial assistance to acquire interest in land known as the Queach Property located in Branford and to manage said land as open space pursuant to Section 7-131D of the Connecticut General Statues.  In addition, Anthony J. DaRos, First Selectman is hereby authorized to enter into such agreements, contracts and execute all documents necessary to said grant with the State of Connecticut.

Motion made by Selectman Walsh to approve the resolution.  Seconded by Selectman Opie.  Vote unanimous.

James Finch addressed the Board to explain the request from James Finch, Finance Director, to waive bid for auditing services for fiscal year 2007-2008.  Motion made by Selectman Opie to approve the request.  Seconded by Selectman Walsh.  Vote unanimous.

Manny Furtado addressed the Board to explain the request to increase the septic fee from $0.06 to $0.067 for dumping of septic at the treatment plant.  Motion made by Selectman Walsh to approve the request.  Seconded by Selectman Opie.  Vote unanimous.

Members of the Branford Vision Committee addressed the Board to explain the “Vision Project” and the “Vision Statement”.  Selectman Walsh made a motion to accept the vision statement.  Seconded by Selectman Opie.  Vote unanimous.  First Selectman DaRos thanked the committee and asked for a report to be submitted by July and stated that he will ask the committee to come back to the Board in the future to give an update.  Ray Figlewski stated that the goal of the committee would be to meet with the public once a year.  He stated that this was a very argues process and a lot of thought and discussion when into the project. 

Motion made by Selectman Walsh to approve a request for use of the Town Green from Stephen Voghell for the 102d Army Band to hold a concert on Thursday, July 31, 2008 beginning at 7:00 p.m..  Seconded by Selectman Opie.  Vote unanimous.

Appointments:

Daniel Cosgrove Animal Shelter Commission –

Robert Worrell to fill a vacancy left by Tom Romano term to expire September 30, 2008.  Motion made by Selectman Opie to approve the appointment.  Seconded by Selectman Walsh.  Vote unanimous.

Eric Hanson to fill a vacancy left by Susan Barnes term to expire September 30, 2010.  Motion made by Selectman Walsh to approve the appointment.  Seconded by Selectman Opie.  Vote unanimous.

Reappointments:

Parks and Open Space Authority – Ainsley Highman and Scott Borrus terms to expire June 30, 2011.  Motion made by Selectman Opie to approve the reappointment.  Seconded by Selectman Walsh.  Vote unanimous.

Inland Wetlands Commission – John Rusatsky, Suzanne Botta and James Killelea (alternate) terms to expire May 31, 2011.  Motion made by Selectman Walsh to approve the reappointment.  Seconded by Selectman Opie.  Vote unanimous.

Young’s Pond Commission – Richard Greenalch, Sr. term to expire April 30, 2011.  Motion made by Selectman Opie to approve the reappointment.  Seconded by Selectman Walsh.  Vote unanimous.

Executive session - none

Motion made by Selectman Walsh to adjourn the meeting at 6:45 p.m.  Seconded by Selectman Opie.  Vote unanimous.
