Senior Center – 6:00 p.m.

The meeting was called to order at 6:00 p.m.  Present were First Selectman Anthony J. DaRos; Second Selectman Francis W. Walsh and Third Selectman John Opie.  Also attending were Peg Hall, Solid Waste Manager; Carlene Kulisch, Commissioner, Solid Waste Management Commission; Jay Avitable, Commissioner, Solid Waste Management Commission; Mario Ricozzi, Chairman, Commissioner, Solid Waste Management Commission; William Horne, Co-Chair, Conservation / Environmental Commission; Marcia Chambers, Diane Stricker and Mark Zaretsky.

Peg Hall addressed the Board to explain the request to approve a recommendation from the Solid Waste Management Commission to amend the Refuse and Recycling Collection Contract with National Carting Company, beginning July 1, 2005 and extended through June 30, 2010.  Ms. Hall presented the recommendations from the Solid Waste Management Commission.  Motion made by Selectman Walsh to approve the recommendation as indicated as item #1,#2, #3 and #5 (below):

1.      National Carting will maintain the annual collection price at the July 1, 2007 level, of $785,346.28, until June 30, 2010;

2.      The Town will delete the requirement for a second garbage collection during the summer months, approximately 8 weeks per year;

3.      To increase quality of service, the deduction in compensation identified in Contract Section 7, Article 5, will remain the same, not to exceed the sum of $500 per complaint, and the scale of reasonable deductions will be adjusted from $100 to $200, and from $10 to $20 accordingly;

4.      National Carting shall submit the Bond Renewal no later than June 15, 2008, for the period beginning July 1, 2008, and no later than June 15, 2009, for the period beginning July 1, 2009. Failure to provide the bond renewal on time, by June 15, 2008, shall be sufficient cause for forfeiture of the bond in place at the time of the failure to provide the bond renewal;

5.      National Carting will staff a booth on the Branford Green, for Family Day, to promote recycling education; and

6.      National Carting will also purchase two 40 cubic yard roll-off containers from the Town at a price of $1,800 each, for a total of $3,600, for use in hauling bulky waste from the Branford Transfer Station.

Seconded by Selectman Opie.  Vote unanimous.

Motion made by Selectman Walsh to waive the bid and allow National Carting will also purchase two 40 cubic yard roll-off containers from the Town at a price of $1,800 each, for a total of $3,600, for use in hauling bulky waste from the Branford Transfer Station. Seconded by Selectman Opie.  Vote unanimous.

The Board discussed the possible acquisition of property located at 202 Thimble Island Road (Colville property) otherwise known as the Stony Creek Post Office.  First Selectman DaRos discussed property value to community.  He would like the proposal to reflect what the land is worth, he doesn’t want to burden the taxpayer with any costs.  The proposal would be a commercial venture due to the lease. 

Would like to put together a proposal and get it back to the Board of Selectmen hopefully tomorrow and the owner by Monday.

Selectman Opie stated the offer should be conditional on approval by the Board of Selectmen and the RTM.

Selectman Walsh stated the Post Office was looking for a long term lease.

First Selectman DaRos stated that encouraging people to go down to that area and then not having adequate facilities is cruel.  This is an opportunity to correct this problem. 

Motion made by Selectman Opie to authorize the First Selectman DaRos to formulate a proposal that would be revenue generating and go forward with the offer and if accepted send it to the RTM for consideration.  Seconded by Selectman Walsh.  Vote unanimous.

First Selectman DaRos also mentioned a letter received from the Branford Food Council concerning the need for volunteers.

Motion made by Selectman Walsh to adjourn the meeting at 6:25 p.m.  Seconded by Selectman Opie.  Vote unanimous.
