MINUTES OF SELECTMEN'S MEETING
December 6, 2006 - approved by the BOS 12/20/06
Senior Center - 6:00 p.m.

The meeting was called to order at 6:00 p.m.  Present at the meeting
were First Selectwoman Cheryl P. Morris, Second Selectman Richard
Sullivan, Third Selectman John Opie.  Also present were Peg Hall, Solid
Waste Manager;  Beryl Minor, Director, Branford Day Care Center; RTM
representatives Paw Fowler (arrived late) and Frank Twohill, Attorney
Monica Schoenbaum, Town Attorney; and Marcis Chambers (arrived late).

Motion made by Selectman Opie to approve the minutes of the November 15,
2006.    Seconded by Selectman Sullivan.  Vote unanimous.

Peg Hall addressed the Board to explain the request to extend the
contract for Municipal Refuse and Recycling Collection to National
Carting for the remaining 3 years of the contract.

Motion made by Selectman Sullivan to approve a request from the Solid
Waste Management Commission to extend the contract for Municipal Refuse
and Recycling Collection to National Carting for the remaining 3 years
of the contract.  Seconded by Selectman Opie.  Vote unanimous.

Beryl Minor addressed the Board and provided background information on
the Child Day Care program.

Motion made by First Selectwoman Morris to approve the following
resolution:
"Resolved, that the First Selectwoman, Cheryl P. Morris, is empowered to
enter into and amend contractual instruments in the name and on behalf
of the Town of Branford with the Department of Social Services of the
State of Connecticut for a Child Day Care program if such an agreement
is offered and to have the corporate seal affixed to all documents
required as a part of any offered agreement".
Seconded by Selectman Opie.  Vote unanimous.

Motion made by First Selectwoman Morris to approve a request from the
Chabad Lubavitch of the Shoreline to place a Menorah on the Town Green
from December 12, 2006 through December 26, 2006.  Seconded by Selectman
Opie.  Vote unanimous.

Motion made by First Selectwoman Morris to approve a request from the
Branford Counseling Center for use of the Town Green on Sunday,
September 23, 2007 from 1:00 p.m. to 5:00 p.m. to hold the Annual Family
Day Celebration.  Seconded by Selectman Opie.  Vote unanimous.

Conservation /Environmental Commission - 4 years
Chris Sullivan, Karen Hannon, and Carol Kaminsky terms to expire July
2010.  Motion made by Selectman Opie to approve the reappointments.
Seconded by Selectman Sullivan.  Vote unanimous.

Board of Recreation - 5 years
William T. O'Brien term to expire the second Monday of October 2011.
Motion made by Selectman Sullivan to approve the reappointment.
Seconded by Selectman Opie.  Vote unanimous.

Planning and Zoning Commission - 5 years
Phil Fisher and John Lust (alternate) terms to expire October 31, 2011.
Moiton made by Selectman Opie to approve the reappointments.  Seconded
by First Selectwoman Morris.  Vote unanimous.

Zoning Board of Appeals - 5 years
Lawrence Fisher and James Sette (alternate) terms to expire October 31,
2011.  Motion made by Selectman Sullivan to approve the reappointments.
Seconded by Selectman Opie.  Vote unanimous.

Conservation / Environmental Commission
Judy Myjak to fill a vacancy left by Peter Kaminsky term to expire July
2007.  Motion made by Selectman Sullivan to approve the appointment.
Seconded by First Selectwoman Morris.  Vote unanimous.

Animal Shelter Commission
Karl Kilduff to fill a vacant position.  This appointment was discussed
by the Board members.  Selectman Opie objected to having a
representative from North Branford appointed to the Board.  He stated
that he feels only Branford residents should be appointed to the Board
because it's a Branford facility and North Branford only has a contract
with Branford.  Motion made by First Selectwoman Morris to re-refer this
item.  Seconded by Selectman Opie.  Vote unanimous.

Motion made by Selectman Opie to enter into executive session to discuss
pending tax appeals at 6:15 p.m.  Seconded by Selectman Sullivan.  Vote
unanimous.

Return to regular meeting at approximately 6:34 p.m.  For the record no
votes were taken while in executive session.  Present were First
Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third
Selectman John Opie.  Also present was Attorney Monica Schoenbaum, Town
Attorney.

Motion made by Selectman Sullivan to approve stipulated judgment
agreements in the following tax appeals cases:  Walker, 39 Prospect Hill
Road v. Branford
                Vine Properties, 150 North Branford Road v. Branford,
and
                To waive outstanding taxes owed at 525 East Main Street,
Lot #4
Seconded by Selectman Opie.  Vote unanimous.

Correspondence - none
Other - Paw Fowler addressed the Board and asked about the recent job
posting for Economic Development /Grant writer position.  First
Selectwoman Morris stated that it is a personal matter not a matter of
the Board of Selectmen.

Motion made by Selectman Sullivan to adjourn the meeting at 6:37 p.m.
Seconded by Selectman Opie.  Vote unanimous.
