MINUTES OF SPECIAL SELECTMEN’S MEETING
October 18, 2006 – approved as corrected 11/01/06
Branford High School – 6:00 p.m.
The meeting was called to order at 6:02 p.m. Present at the meeting were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie. Also present were Janice Plaziak, Capitol Projects Manager; James Finch, Finance Director; Peter Hugret, Director, Information Technology; Manny Furtado, Superintendent, Waste Water Treatment Facility; Dennis Greci, State of Connecticut, Department of Environmental Protection; Ed Donahue and David Hyder of Municipal and Financial Services Group (consultants); Barbara Neal, Assessor; Kenneth Kaminsky, Board of Finance; Frank Twohill, RTM member; Lisa Avitable, RTM member; Pam Fowler, RTM member; John Smith, RTM member; Edward Zack, Sewer Authority; Mike Tamsin, Sewer Authority; Ed Stuzinsky, Sewer Authority; Ali Abulguma, Sewer Authority;
State Representative Peter Panaroni.
The following residents were also present: Thomas Yester, Antoinette Coleman, Lenore Stelzer, Carlene Kulisch, Frank Whalen, Janet Kaminsky, Anthony DaRos, George Goeben, Luba Schmid, Dominic Buonocore, Karl Beermuender, George Beermuender, James Dempsey, Ann Devlin; Carl Heimann, Robert Mansfield, Jeff Clark, V. Luedee, Pam Roy, Harold Mangler, Mike Meyer.
Motion made by First Selectwoman Morris to approve the following appointments to the Tax Relief Committee: Rebecca Randall, Daniel Baughman, Andrew Campbell, Jo-anne McGuigan, Dominic Buonocore, John May and Pamela Lincoln Yergin. Seconded by Selectman Sullivan. Vote unanimous.
Janice Plaziak addressed the Board and provided an overview and background information concerning the proposed program. She explained that the town has been negotiating with DEP concerning the implementation of this program for the past several administrations. The DEP allowed the town to delay the implementation of this program due to the pending constraints of the consent decree but has now mandated that the town move forward with the program by July 1, 2007. Ed Donohue of Municipal and Financial Services Group presented a power point presentation. Dennis Greci of the Department of Environmental protection addressed several questions from the public.
Approximately 80 residents, municipal officials and representatives from various town board and commissions attended the meeting. Much of the discussion regarded the flat rate fee as presented. It was felt by a majority of residents that other proposals should be considered, such as a fee based on water usage. The Board agreed that it would hold another public hearing to consider other possible plans. Motion made by Selectman Sullivan to adjourn the meeting at 8:30 p.m. Seconded by Selectman Opie. Vote unanimous.
