MINUTES OF SELECTMEN’S MEETING

November 15, 2006 – unapproved

Senior Center – 6:00 p.m.
 

The meeting was called to order at 6:03 p.m.  Present at the meeting were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie.  Also present were Geoff Morgan, Director of the Office of Emergency Management; Jack Kerpen, Acting Director, Public Works (arrived late); RTM representatives Paw Fowler and Frank Twohill, Attorney Monica Schoenbaum, Town Attorney and Rod Meehan, reporter.
 
Motion made by Selectwoman Morris to approve the minutes of the November 1, 2006.    Seconded by Selectman Sullivan.  Vote unanimous.
 
Motion made by Selectman Opie to move the order of the agenda and address item #3 prior to item #2.  Seconded by Selectman Sullivan.  Vote unanimous.
 
Geoff Morgan, Director of the Branford Office of Emergency Management addressed the Board and gave a presentation explaining the purpose and process for developing such a program.

 
Motion made by First Selectwoman Morris to approve the creation of a Citizen Emergency Response Team (CERT).  Seconded by Selectman Opie.  Vote unanimous.

 

Geoff Morgan, Director of the Branford Office of Emergency Management addressed the Board and gave additional information concerning the resolution.

 
Motion made by First Selectwoman Morris to approve the following resolution:

RESOLVED, That Cheryl P. Morris, as First Selectwoman of the Town of Branford is authorized and directed to execute memorandums of understanding and/or letters of agreement between the Town of Branford and private entities, non-profit organizations and/or other organization which is deemed necessary or appropriate for the purposes of emergency management partnerships. 
Seconded by Selectman Sullivan.  Vote unanimous.

 

Motion made by First Selectwoman Morris to go back to item #2 on the agenda.  Seconded by Selectman Opie.  Vote unanimous.

 

Jack Kerpen, Acting Director of the Public Works Department addressed the Board to explain the request to waive bid for the annual trimming of the trees on the Town Green and award the contract to The Care of Trees. 
Motion made by Selectman Sullivan to approve the request to waive bid for the annual trimming of the trees on the Town Green and award the contract to The Care of Trees.  Seconded by First Selectwoman Morris.  Vote unanimous.

 

Motion made by Selectman Sullivan to approve the following resolution::

RESOLVED, that Cheryl P. Morris, First Selectwoman of the Town of Branford be and hereby is authorized to execute on behalf of the Town of Branford a Grant Agreement and Conservation and Public Recreation Easement and Agreement under the Open Space and Watershed Land Acquisition Program with the State of Connecticut for financial assistance to acquire permanent interest in land known as Saltonstall Mountain OSWA-252 to manage said land as open space land pursuant to Section 7-131d of the Connecticut General Statues.

Seconded by Selectman Opie.  Vote unanimous.
 

Appointments:
Tax Relief Committee:  Rebecca Randall, Daniel Baughman, Jo-anne McGuigan, Dominic Buonocore, John May, Pamela Lincoln Yergin and Jay Pottenger.  Motion made by First Selectwoman Morris to approve the appointments.  Seconded by Selectman Opie.  Vote unanimous.

 
Motion made by Selectman Sullivan to approve the Board of Selectmen’s Meeting schedule for 2007.  Seconded by Selectman Opie.  Vote unanimous.

 

Motion made by First Selectwoman Morris to enter in executive session at 6:35 p.m. to discuss pending tax appeals. 

 

Return to regular meeting at 6:41 p.m.  For the record no votes were taken while in executive session.  Present were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie.  Also present was Attorney Monica Schoenbaum, Town Attorney.
 
Motion made by Selectman Sullivan to approve tax settlements for properties located at 252 Leetes Island Road, #8 and 11 Schoolground Road, Lot 12.  Seconded by Selectman Opie.  Vote unanimous.

Other – Selectman Opie mentioned the YMCA Walk on Thanksgiving morning.

 

Motion made by First Selectwoman Morris to adjourn the meeting at 6:44 p.m.  Seconded by Selectman Opie.  Vote unanimous.
