MINUTES OF SELECTMEN’S MEETING
May 17, 2006 – approved by the BOS 6/7/06
Senior Center – 6:00 p.m.
The meeting was called to order at 6:13 p.m. Present at the meeting were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, and Third Selectman John Opie. Also present were Geoff Morgan, Director of the Office of Emergency Management; Jack Kerpen, Acting Director of Public Works; Robert Moore, Director of Human Resources; Frank Twohill, RTM member and Shelley Marcus, Town Attorney.
Motion made by Selectman Opie to approve the minutes of the May 3, 2006 Board of Selectmen’s meeting. Seconded by Selectman Sullivan. Vote unanimous.
Motion made by Selectman Sullivan to approve a request To approve a request from the Canoe Brook Senior Center for an exemption as permitted by section 115-4 of the Code of The Town of Branford to serve wine coolers at a Greek Dinner at the Canoe Brook Senior Center on Wednesday, May 31, 2006. Seconded by Selectman Opie. Vote unanimous.
Motion made by Selectman Sullivan to approve a request from Jack Kerpen, Acting Director of Public Works to waive the bid for the sale of road millings and allow the Director to negotiate the best sale price. Seconded by Selectman Opie. Vote unanimous.
Green Use:
Motion made by Selectman Sullivan to approve a request from the United Way of Branford for use of the Town Green on June 3, 2006 from 9:00 a.m. to 2:00 p.m. to hold a tag sale and craft fair. Seconded by Selectman Opie. Vote unanimous.
Motion made by Selectman Sullivan to approve changes to the Personnel Policy concerning military leave (copy of revised policy attached hereto). Seconded by Selectman Opie. Vote unanimous.
Regional Mental Health Board – Richard Schreiber term to expire April 30, 2008. Motion made by Selectman Opie to approve the reappointment. Seconded by Selectman Sulllivan. Vote unanimous.
Motion made by Selectman Sullivan to approve a request from the Director of the Office of Emergency Management to waive the bid for the electrical upgrades necessary to allow the hook up of our portable generator at the Mary Murphy School and the Community House subject to receiving a 3rd quote and approval from First Selectwoman Morris. Seconded by Selectman Opie. Vote unanimous.
Other: Selectman Opie mentioned that drivers in the area of the detours for the sewer work that is being done need to remember to travel slower that it is a residential neighborhood.
Motion made by Selectman Sullivan to enter into executive session at 6:57 p.m. to discuss pending tax appeals. Seconded by Selectman Opie. Vote unanimous.
Present in executive session were First Selectwoman Cheryl P. Morris, Second Selectman Richard Sullivan, Third Selectman John Opie and Town Counsel Shelley Marcus.
For the record no votes were taken while in executive session. Return to regular meeting at 7:08 p.m.
Motion made by Selectman Sullivan to approve the stipulated agreements as discussed in executive session for the following properties:
120 Commercial Parkway – Walmart v. Town of Branford
1171 Main Street – 1171 Main Street, LLC v. Town of Branford
288-292 East Main Street – 288 East Main Street, LLC v. Town of Branford
21 Summit Place – SP Development, LLC v. Town of Branford
906-930 West Main Street – Ceniccola v. Town of Branford
In addition, waive the outstanding taxes on 155 North Ivy Street, Lot #26 and accept Town Counsel’s recommendation concerning the eviction of 155 North Ivy Street, Lot #46.
Seconded by Selectman Opie. Vote unanimous.
Motion made by Selectman Sullivan to adjourn the meeting at 7:10 p.m. Seconded by Selectman Opie.
Vote unanimous.
