To review, consider, and if appropriate:
1. Approve a request from the Director of the Cosgrove Animal Shelter for an appropriation of $115,515 in the FY 2009 capital budget for the expansion of the Daniel P. Cosgrove Animal Shelter. This appropriation will be supported through a combination of fund balance, local capital improvement grants, North Branford contributions and private donations.
Town Engineer Janice Plaziak and Laura Burban, Director of the Animal Shelter, presented detailed architectural drawings of the planned expansion of the animal shelter. Highlights included:
1) 20x12 cat room addition
2) 3 additional outside kennels for dogs
3) Existing roof becomes enclosed “family interaction and conditioning room”
4) Additional 5x8 “critter room” for noncanine/feline animals
Designer was original shelter architect Joe Seapot, estimated cost $115K. No new appropriations money necessary because building funding is already covered by fundraising, 6 grants and N. Branford contribution (est $20K).
Motion to approve by Rep. Twohill, second by Rep. Avitable. Approved unanimously by joint vote of both committees.

Town Engineer Janice Plaziac and Assistant Fire Chief Shaun Heffernan explained that due to a long-standing ventilation problem at Branford Fire Headquarters it would be immediately necessary to replace the existing (and largely ineffectual) exhaust
pipe-based air handling system with a system of multiple air filters suspended from the ceiling. It is an OSHA recommended system (AirVac Inc) and uses light-beam sensors to detect the presence of diesel particulate in the air, particularly important at the time of initial firetruck startup. This system will clean the apparatus bay area and also prevent migration of the diesel exhaust fumes to the offices and living areas. Replacement of filters and maintenance were expected to be approximately $3000/year and the units could be installed within 6-7 weeks following funding approval.
The funding for this project will come from interdepartmental transfers of monies left over from completed projects or items budgeted for but not purchased, so no additional request for funds would be necessary. The units will be purchased at a GSA negotiated price, so they will not go out for bid.
Motion to approve by Rep. Avitable, second by Rep. Flanigan. Approved unanimously by joint vote of both committees.
