MINUTES 7/30/08
The meeting was called to order by the Moderator Rep. Reiners at 8:01 p.m. The Moderator led the Body in the Pledge of Allegiance.
1. Roll Call.
Members present: Rep. Avitable, Rep. Black, Rep. Bodner, Rep. Brooks, Rep. Bruno, Rep. Docknevich, Rep. Flanigan, Rep. Fowler, Rep. Giardiello, Rep. Hanlon, Rep. Infantino, Rep. Lambert, Rep. Maynard, Rep. Nardella, Rep. O’Donnell, Rep. Prete, Rep. Reed, Rep. Reiners, Rep. Rowe, Rep. Sullivan, Rep. Sterling, Rep. Thayer, Rep. Torelli, Rep. Twohill.
Members absent: Rep. Baker, Rep. Chapman, Rep. Greenalch, Rep. Keefe, Rep. Merrick, Rep. Rondinone
Also present: 1st Selectman DaRos, 2nd Selectman Walsh, 3rd Selectman Opie, Finance Director Finch, Town Clerk Kelly.
2. Approval of the minutes of the previous meeting. The minutes were approved without exception.
3. Reception of communications (from Town Clerk re: World War II Veterans; from the First Selectman regarding establishment of a Forestry Commission; from Wayne Cook regarding the Plan of Conservation and Development):
· Moderator read a notice regarding WWII Veterans Public Service Awards (see attachment) Rep. Flanigan spoke to the item urging all Branford WWII Veterans to call the Town Clerk Office to sign up.
· Moderator summarized over 30 letters from Wayne Cook and various other people concerning Industrial Zoning at the Exit 56 interchange. These letters will be sent to the Planning & Zoning Commission, because this is an item that is not under the RTM at this time.
· The following item was sent to Committee by the Moderator: To consider, and if appropriate, approve an ordinance establishing a Community Forest Commission, this was sent to the Ways & Means and Rules & Ordinance Committees. (see attachment)
4. To hear an executive summary of the proposed 2008 Plan of Conservation and Development for Branford. Jason Vincent from Planimetrics gave a overview of the presentation (copies given to RTM members and on file in the Town Clerk’s Office). There will be a public hearing on this 10/23/2008.
5. To consider and, if appropriate, approve a request from the Registrars of Voters for certain voting district and polling place changes.
Motion by Rep. Sterling to break this item into 4 parts; Motion passed.
5a. Motion to approve permanent 2nd District polling place at St. Therese’s Church Hall, 105 Leetes Island Rd.; Motion passed (see attachment).
5b. Motion to approve Fourth District Polling Place change from the Canoe Brook Senior Center, 11 Cherry Hill Rd. to the Mary T. Murphy School, 14 Brushy Plain Rd. Motion was approved by 14-9 vote (see attachment).
5c. Motion to rerefer changing 5th District polling place for 113 people into the 2nd District; Motion passed.
5d. Motion to rerefer all other changes for voting districts; Motion passed.
6. To consider and, if appropriate, approve a request from the Registrars of Voters for the following transfer (FY 2007-08):
