REPRESENTATIVE TOWN MEETING
JANUARY 10, 2007
MINUTES

The meeting was called to order by the Moderator Rep. Bruno at 8:00 p.m.  The Moderator led the Body in The Pledge of Allegiance.   

1. Roll Call.
Members present: Rep. Abels, Rep. Avitable, Rep. Black, Rep. J. Bruno, Rep. M. Bruno, Rep. Chapman, Rep. Coppola, Rep.Docknevich, Rep. Doyle, Rep. DeFord,   Rep. Flanigan, Rep. Fowler, Rep. Giardiello,   Rep. Infantino, Rep. Lavorato, Rep Maynard, Rep. Mauriello, Rep. Nardella, Rep. Reed, Rep. Reiners, Rep. Schwanfelder, Rep. Smith, Rep. Thayer Rep. Twohill, Rep. Walker

Absent:   Rep. Cromer, Rep. Greenalch, Rep. Kiskaddon, Rep. O'Donnell, Rep Prete    

Also present: First Selectwoman Morris, 2nd Selectman Sullivan, 3rd Selectman Opie, Town Clerk Kelly, Town Atty Marcus.

2. Approval of the minutes of the previous meeting, Motion by Rep. Smith   2nd by Rep. Coppola, to approve Motion passed.   

3. Reception of communications, reports of committees and citizens' petitions.

(SEE LIST) ATTACHMENTS.  

The following item were sent to Committees by the Moderator.

To consider and, if appropriate, establishment of a Harbor Management Commission. This was sent to the Rules & Ordinance Committee.

4. To consider and, if appropriate, approve Ordinance regarding Sewer Use Fee in the Town of Branford. Motion by Rep. Thayer to approve the EDU method; Motion passed 21-3 (see attachment).

5. To consider and, if appropriate, approve the Capital Projects Manager request for the following transfer:
From:  101-4904-494.59-13  Contingency          $(21,000)
To:      101-4102-402.54-15  Executive               $ 21,000
Motion by Rep. Chapman & Rep. Reiners to approve; Motion passed. .

6. To consider and, if appropriate, approve, the request of the First Selectwoman for the following transfer:
From:  4117-417-10-00  GGB Salaries               $(  6,270)
To:      4305-535-12-09  Part Time Help Eng.     $   3,500
          4120-420-10-00   HR Salaries                  $   2,770
Motion by Rep. Chapman to approve; Motion passed.  

7. To consider and, if appropriate, approve changes to the Town's Litter Ordinance. Motion by Rep. to remove from the call; Motion passed. .
 
8. To consider and, if appropriate, look into issue of Panaroni v. Branford Zoning Board of Appeals, and being defended by the Marcus Law Firm. Motion by Rep. Chapman to send to the Zoning Board of Appeal; Motion passed.   

9. To consider, and, if appropriate, approve an assignment of the lease from Stony Creek Granite Company, LLC to Stony Creek Quarry Corporation third addendum. Motion by Rep. Chapman to rerefer 2nd by Rep. Schwanfelder; Motion passed.                                        
10. To consider and, if appropriate, approve an Ordinance regarding the discharge of storm water, rain water, ground water or surface water onto the public streets, sidewalks or any other public thoroughfare. Motion by Rep. Thayer to rerefer this item; Motion passed.

11. Any other business to come before the RTM

Motion by Rep. Schwanfelder to add item to call; Motion passed

Motion by Rep. Schwanfelder to suspend rule 4.4.1 to act on this matter; Motion passed.
Motion by Rep. Schwanfelder to approve 2nd by Rep. Chapman pending Board of Finance approval; Motion passed.

Motion by Rep. Avitable, 2nd by Rep. Coppola to adjourn; Motion passed.
Meeting adjourned at 10:07 pm
