Revised Minutes (Item 2C)
The Rules & Ordinances Committee of the Branford RTM met on Tuesday, April 17, 2007 at 7:00 PM at Canoe Brook Center, 11 Cherry Hill Road, Branford, CT. The meeting was called to order at 7:03.
Present: Representatives Peter Black, Ron Deford, Dorothy Docknevich, Anthony Giardiello, Nick Lavorato, James Walker, and Scott Thayer, Chair. Absent: None.
Also present: Second Selectman Dick Sullivan.
1. Minutes of the previous meeting were approved.
2. Budget Reviews
A. Water Pollution Control was presented by Manny Furtado. The WPCA budget for 2007-2008 will be funded by a $600,000 transfer in from the general fund, and the balance will be funded by $1.8 million from the Sewer Use Fee, $210,000 from Septic fees, $350,000 from North Branford, $60,000 in Nutrient Credits, $30,000 from CL&P for participation in an energy efficient generator program, and about $5,000 from interest revenue. The Sewer Use fee will be about $140 per EDU. The budget as presented was approved 7-0.
B. Inland Wetlands was presented by Diana Ross. The whole of the budget increase for this department is because the salary of a 50% FTE floater, previously part of HR, has been moved to this department's budget. The budget as presented was approved 7-0.
C. Planning & Zoning was presented by Commission Chairman Ellsworth McGuigan and Assistant Planner Richard Stoeckel. Aside from salaries, which went up by 1.7%, the largest expense in this budget is $25000 for Consulting and Contract Services, which includes input toward the Vision Plan, and an on-call traffic consultant whose advice is also shared by Public Works, Police, Fire, and other departments. The budget as presented was approved 7-0.
D. Building Department was presented by Building Official Tony Cinicola. Building activity reached an all time high in 2005-06, and 2006-07 has seen some decline and leveling off. The budget as presented was approved 6-0, with 1 abstention.
E. Economic Development was presented by Terry Elton. A prime focus of Mr. Elton's efforts is to attract biotech business to Branford, participating in trade shows and industry groups such as CURE. The budget as presented was approved 7-0.
F. Conservation & Environment Commission was presented by Karyl Lee Hall and Bill Horne.
The Commission's activities include working with the Conservation Club at BHS, keeping invasive species in check, monitoring open space parcels and working to have them identified with signage, and working with the Vision Committee to help keep the shoreline attractive. The budget as presented was approved 7-0.
G. Zoning Board of Appeals. ZBA Secretary Mary Bianchi was at a meeting of the ZBA, but she submitted a letter outlining her responsibilities and activities, and those of the Board. The budget as presented was approved 7-0.
The meeting was adjourned at 8:29 PM.
