The Public Services Committee met Thursday April 26, 2007 at Branford Police Headquarters. Present: Rep. Bob Abels, Chair, Rep. Dennis Flanigan, Rep. John Prete, Rep. Pam Mauriello, and Rep. Maggie Bruno
Absent: Rep. Ralph Coppola, and Rep. Gail Infantino
Also present: Fire Chief Jack Ahern, and Fire Commissioner Chair Bob Massey
Chairman Bob Abels called the meeting to order at 7:00 pm, for the purpose of holding a final vote on the budget recommendations, with BOF changes, that previously had been presented by each department to the Public Services Committee.
1. Fire Services
Chief Jack Ahern and Fire Commissioner Chair Bob Massey presented data supporting their request for the following transfers that would allow the department to hire a new employee for a half year (beginning January 2008):
A. From 4241091 Vacation pay $(9300.00)
From 4241092 Holiday pay $(9300.00)
To Salaries $18,600.00
Chief Ahern will present follow up data at the end of the 2007-08 fiscal year on the effectiveness of this new employee in reducing overtime, sick, and holiday pay in the department.
After discussion, a motion was made by Rep. Dennis Flanigan to accept this transfer, seconded by Rep. Maggie Bruno, and the motion was passed by unanimous vote 5-0.
B. A motion was made by Rep. Dennis Flanigan to make the following transfer to the budget, seconded by Rep. John Prete, and the motion was passed by unanimous vote 5-0:
From 4241909 Overtime $(1000.00)
To 4247011 Volunteer equipment $ 1000.00
A motion was made by Rep. Dennis Flanigan to additionally approve the rest of the Fire Department proposed budget with BOF changes, seconded by Rep. Bob Abels, and the motion was passed by unanimous vote 5-0.
2. SPECIAL DETAIL
A motion was made by Rep. Dennis Flanigan, seconded by Rep. Maggie Bruno, to approve the proposed budget with BOF changes, and the motion was passed by unanimous vote
5-0.
3. POLICE
A motion was made by Rep. Dennis Flanigan, seconded by Rep. Bob Abels, to approve the proposed budget with BOF changes, and the motion was passed by unanimous vote
5-0.
4. ANIMAL CONTROL
A motion was made by Rep. Maggie Bruno, seconded by Rep. John Prete, to approve the proposed budget as presented, and the motion was passed by unanimous vote 5-0.
5. ENGINEERING
A motion was made by Rep. Dennis Flanigan, seconded by Rep. Maggie Bruno, to approve the proposed budget as presented, and the motion was passed by unanimous vote
5-0.
6. PUBLIC WORKS
A motion was made by Rep. Dennis Flanigan, seconded by Rep. Pam Mauriello, to approve the proposed budget with BOF changes, and the motion was passed by unanimous vote 5-0.
A motion was made by Rep. Maggie Bruno to adjourn the meeting, seconded by Rep. John Prete, and the motion was passed by unanimous vote 5-0.
The meeting was adjourned at 7:30 pm by Chair Bob Abels.
