RTM SPECIAL meeting minutes from 02-27-07

The meeting was called to order by the Moderator Rep.Bruno , at 8:06p.m. The Moderator led the Body in The Pledge of Allegiance.   

1. Roll Call.
Members present:  Rep. Avitable,Rep. Baker,  Rep. Black, Rep. J. Bruno,Rep. M Bruno,  Rep. Chapman, Rep. Coppola, Rep. Cromer,   Rep.Docknevich, Rep. DeFord,  Rep. Flanigan, Rep. Fowler,Rep. Giardiello, Rep. Greenalch,  Rep. Infantino,  Rep. Lavorato, Rep.Maynard,Rep. Mauriello,   Rep. Nardella,  Rep. Prete, Rep. Reed, Rep. Reiners, Rep. Schwanfelder,  Rep. Thayer, Rep. Twohill, Rep. Walker .Absent:Rep. Abels,Rep. Doyle,  Rep. O'Donnell. Rep. Smith   Also present First Selectwoman Morris,  2nd Selectman Sullivan,3RD Selectman Opie,  Town Clerk Kelly, Town Atty Marcus.

The Moderator asked for a moment of Silence for Rep. Black father, who pass away, and for Sue Spear from the Board of Education who pass away, and for Rep. Panaroni who Mother pass away.

2. Approval of the minutes of the previous meetings. Motion by Rep. Coppola 2nd by Rep. Avitable, to approve Motion passed. 1 Abstention Rep. Greenalch.

3. Reception of communications, reports of committees and citizens' petitions.

The Moderator read a letter from Mr. Thomas & Kathleen Gargano regarding an incident at the J.B. Sliney School this item was sent to the Public Service and Education Committees. (the Education Committee declined this item, see attachment on letter)

The Moderator read a letter regarding the Resignation of Rep. Hillary Kiskaddon(see attachment)

A letter was read from the RTM Clerk, from the Moderator regarding a issue with Rep. Reed, this letter was sent to the State Elections Enforcement Commission by the Moderator (see attachment)

A letter was read into the record regarding New England Estates LLC and the Town of Branford, dated December 15,2003 (see attachment)    .

The following items were sent to Committees by the Moderator.

To consider and if appropriate, approve the appointment of Bill Pinette to the Greater New Haven Transit District. This was sent to the Administrative Service Committee.

To consider and if appropriate, approve an agreement between the Town of Branford and the National Association of Government Employees-Dispatchers. The was sent to the Public Service Committee.

To consider and if appropriate, approve the request from the East Shore District Health Department for the following transfer:
From:  4904-494.59-13  Contingency                                   $(3,057)
To:      4404-444,70-79   Pump Out Boat                              $ 3,057
This was sent to the Ways & Means and Rules & Ordinance Committees.

To consider and if appropriate, approve the request from the Finance Director for the following transfer:

           4701-471.90-24  CWF Consent Decree(Principal.     $( 35,775)
           4701-471.90-25  CWF Pump Stations(Principal)       $(   8,416)

To consider and if appropriate, approve the request from the Town Clerk, for the following transfers:

This was sent to the Administrative Service Committee.

4. To consider, and if appropriate, establish a Harbor Management Commission
Motion by Rep. Thayer to table this item Motion passed.

5. To consider, and if appropriate, approve an Ordinance For The Sewer Use Fee of the Town of Branford. Motion by Rep. Thayer to approve Motion passed (see attachment)  
6. To consider, and if appropriate, approve the assignment of the lease from Stony Creek Granite Company, LLC to Stony Creek Quarry Corporation, third addendum. Motion by Rep. Chapman to rerefer Motion passed 1 abstention Rep. Greenalch.

7. To consider, and if appropriate, approve an Ordinance regarding the discharge of storm water, rain water, ground water or surface water onto the public streets,
sidewalks or any other public thoroughfare, Motion by Rep. Thayer to approve Motion passed ( see attachment)

8. Pending Litigation- New England Estates, et al v. Town of Branford (Tabor Drive Property) Executive session anticipated) Motion by Rep. Coppola to go into Executive session, Motion was removed. This item was sent to the Administrative Service & Ways & Means Committees.                   
 
Motion by Rep. Avitable 2nd by Rep. Coppola to adjourn, Motion passed, Meeting was adjourned at 9:53pm
