REPRESENTATIVE TOWN MEETING
BRANFORD, CT.
FEBRUARY 8, 2006 MINUTES
The meeting was called to order by the Moderator Rep.Bruno , at 8:06p.m,
The Moderator led the Body in The Pledge of Allegiance.
Town, Clerk swore in new member of the RTM Ron DeStefano, the Moderator
assigned new member to the Administrative Service Committee and removed
Rep. Flanigan from that Committee.
1. Roll Call.
Members present: Rep. Abels, Rep. Avitable, Rep. Black, Rep. J. Bruno,
M. Bruno, Rep. Chapman, Rep. Coppola, Rep.Docknevich, Rep. Doyle, Rep.
DeFord, Rep. DeStefano, Rep. Flanigan, Rep. Fowler, Rep. Giardiello,
Rep. Oreenalch, Rep. I nfantino, Rep. Kiskaddon, Rep. Lavorata, Rep.
Maynard, Rep.Mauriello, Rep. Nardella, Rep. O'Donnell, Rep. Prete, Rep.

Walker. Also present First Selectwoman Morris, 3r Selectman Ople, Town
Clerk Kelley, Town Atty Marcus.
2. Approval of the minutes of previous two meetings, Motion by Rep.Smith
2nd by Rep. Reiners to approve Motion passed .
3. Reception of communications, reports of committees and citizens'
petitions.
The Moderator read a letter from Louise Jastremski regarding possible
building of a gasoline station on the corner of Mona Ave and West Main
Street, expressing her concerns, Rep. Flanigan indicated he had been in
contact with this person and had indicated that this was not a matter
for the RTM, but that she should send her petition to the Planning &
Zoning Commisson.
The following items were sent to Committees:
To consider and if appropriate, an amendment to the Town Ordinance for
Disabled Citizen Section 220-18F This was sent to the Rules and
Ordinance Committee.( see attachment)
To consider and if appropriate, approve a Resolution of the Branford RTM
to commit to the 20% by 2010 Clean Energy Campaign this was sent to the
Rules & Ordinance and Administrative Service Committees.( see
attachment)
To consider and if appropriate Proposed revisions to Bidding Ordinance
Section 75-2 of the Branford Code this was sent to the Rules & Ordinance
Committee.(see attachment)
To consider and if appropriate, proposed revisions to the Branford Code
126-1 regarding speed limits Branford Point, this was sent to the Rules
& Ordinance Committee. ( see attachment)
To consider and if appropriate, approve a request to approve the
conveyance of Indian Neck Ave and a public access easement from Anchor
Reef Club at Branford, LLC to the Town of Branford,. This was sent to
the Administrative Service Committee
To consider and if appropriate, correspondence from CeM regarding the
reading of the full texts for bonding issues by legislative bodies. This
was sent to the Rules & Ordinance Committee. (see attachment)
To consider and if appropriate, the renewal of a resolution to acquire
through purchase or if necessary, by eminent domain, three parcels of
property consisting of approximately 159+/- acres located in the
vicinity of Queach Road. This was sent to the Ways & Means and
Administrative Services Committees.
To consider and if appropriate, the proposal presented to the Town by
Mr. Vigliotti regarding the" Queach Property". This was sent to the
Administrative Service and Ways & Means Committees.
To consider and if appropriate, a proposed Ordinance Prohibiting the
Acquisition of Certain Property by Eminent Domain for Privately Held or
Controlled Economic Development Purposes. This was sent to the Rules &
Ordinance Committee.(see attachment)
To consider and if appropriate, a request from the Finance Director for
a new postage machine in the Town Hall:

To consider and if appropriate, a request from the Finance Director for
the follOWing transfer to cover bond issuance costs:

To: 4702-472-91-12 Bonding Costs $ 65,000
This was sent to the Ways & Means Committee.
To consider and if appropriate, a request from the Finance Director for
the following transfer to cover shortfalls in the advertising account
due to an increase in the number of bids issued:

To: 4104-404-53-02 Advertising $ 3,000
This was sent to the Administrative Service and Ways & Means Committees.
To consider and if appropriate, a request from the Director of Adult
Education for the following transfer for capital improvements to the
Adult Education office:
From: 207-4810-303-12-02 Fund Balance $(9,000) To: 207-4810-481-40-01
Bldg Repairs/Maint $ 9,000 This was sent to the Education Committee.
To consider and if appropriate, a request from the First Selectwoman for
the following transfer to address staffing needs:
From: 4904-494-59-13 Contingency $(25,000)
To: 4102-402-33-07 Consulting $ 25,000
This was sent to the Ways & Means and Administrative Services
Committees.
To consider and if appropriate, a request from the Human Resource
Director for the following transfer to address General Government
Building staffing changes:

To: 4117417-10-00 Salaries $ 4,160
To: 4117-417-10-90 Overtime $ 840
To: 4117-417-15-00 Accrued Payroll $ 16

4. To consider and if appropriate, approve the Contract between the Town
of Branford and the Branford Education Association. Motion by Rep. Reed
2nd by Rep. Smith to rerefer this item Motion passed
5. To consider and if appropriate, raise the Tax Credit for Veterans to
Ten Thousand Dollars ($10,OOO.00) Motion by Rep. Lavorata 2nd by Rep.
Maynarc;l to rerefer this item Rep. Lavorata removed his Motion and Rep.
Maynard removed her 2nd* Motion by Rep. l.avorato 2nd by Rep. DeStefano
to approve base on the Board of Finance approval. Motion by Rep. Smith
2nd by Rep. Avitable to move the question Motion defeated Rep. Lavorato
removed his Motion Rep. DeStefano removed his 2nd* Motion by Rep.
Lavorata 2nd by Rep DeStefano approve the Tax Credit for Veterans as
approve by Committee Motion passed 1 no vote Rep. DeFord 2 abstentions
Rep. Reiners and Rep. Nardellla.
6. To consider and if appropriate, approve a resolution recommending
that the RTM increase the General Fund Budget from $79,377,249 to
$79,591,246 Motion by Rep. Reiners 2nd by Rep.Schwanfelder to approve
Motion passed
7. To consider and if appropriate, approve the Contract between the Town
of Branford and The Branford Administrators Organization Motion by Rep.
Reed 2nd by Rep. Chapman to rerefer Motion passed
8. Any other business to come before the RTM
Rep. Chapman announced that a special meeting will be held on March 7
with the Ways & Means and Administrative Service Committee regarding
Queach Property.
Rep. Walker urge everyone to attend the Public Hearing on March 1
regarding Queach Property. Rep. Walker talk about Primary in the 3rd
District costing
taxpayers $5,000 '
Motion to adjourn by Rep. Coppola 2nd by Rep. Kiskaddon Motion passed
meeting adjourned at 10:12pm
