EDUCATION COMMITTEE MINUTES FOR 12/05/2006

 

The Education Committee of the Branford RTM met

 

Tuesday, December 5th, 2006, 7:00 PM at Canoe Brook

 

All Committee Members were Present: Chair Lonnie Reed, Scott Thayer, Kevin O’Donnell, Pam Fowler, Ralph Coppola, Frank Twohill and Richard Greenalch

            

             Presenters: BOE Chair Frank Carrano; Superintendent of Schools Dr. Kathleen

             Halligan; Business Manager Tashie Rosen; Director of Facilities Mark Deming

 

Education met to hear and act on  the following item:

 


1.      The Board of Education and Superintendent of Schools request in the amount of $1,021,600.00 for the TriGeneration Project.
 

 

Resolved: That the Board of Finance recommends to the RTM an appropriation of $1,021,600.00 in the capital lease fund for the purpose of financing a TriGeneration Project at Branford High School. The Town of Branford will also enter into a lease agreement in an amount not to exceed $1,021,600.00 for a term of up to ten years, provided the lease is in a form satisfactory to the Town’s bond counsel. The First Selectwoman is authorized to enter into the lease agreement after the appropriation is approved by the RTM. Grants received will be available to offset the amount financed.

         a). The school system’s Facilities Director Mark Deming gave a PowerPoint presentation. A TriGeneration Project includes a Co-Generation format that allows one single system to produce both heat and electricity. The “Tri” component is added by including an element that captures wasted heat and uses it to produce heat in the winter and air conditioning in the summer months.

           b). Depending on the price of electricity and gas in the months and years ahead, Mr. Deming’s presentation predicted that the proposed TriGeneration Project can produce a positive cash flow of $41,000 worth of energy savings for Branford High School in the first year of the lease, with increased savings to follow in the years ahead.

            c). The low bidder for the Tri-Generation Project is UTC, a division of United Technologies.
