RTM Rules & Ordinances Committee Minutes for 10-6-09
The meeting was called to order at 7:05 p.m. at Canoe Brook Senior Center.
Present: Reps. Sterling, Sullivan, Lambert, Docknevich, Leonard, Black; First Selectman Unk DaRos; Third Selectman John Opie; Reps. Giardiello, Twohill, Nardella.
The committee heard the following items:
1. To consider and, if appropriate, approve a request to amend the ordinance establishing the Strategic Review Committee. Motion to adopt the amendments to the ordinance proposed by the Third Selectman by Rep. Black, seconded by Rep. Leonard. Comment by the public and the selectmen present concerning the proposed amendment. Reps. Black and Leonard in favor; Reps. Sterling, Sullivan, Lambert and Docknevich opposed. Motion fails.
2. To consider and, if appropriate, approve a request for the enactment of an ordinance creating a fair rent commission. Motion to table by Rep. Black. Motion fails for lack of a second. Motion to hearing public comment at this time by Rep. Docknevich seconded by Rep. Black. 5 in favor; Rep. Leonard opposed. Motion carries. Comment from the public, included residents of 155 N. Ivy Street and a representative of Highland Bluff, the landlord concerning their situation and concerning fair rent ordinance. Motion to recommend to the next RTM that this item be taken up for further consideration by Rep. Sullivan, seconded by Rep. Docknevich. Rep. Sullivan moves the question, seconded by Rep. Docknevich. Reps. Sterling, Sullivan, Lambert and
Docknevich in favor; Reps. Black and Leonard opposed. Motion carries. Vote on main motion: Reps. Sterling, Sullivan, Lambert and Docknevich in favor; Reps. Black and Leonard opposed. Main motion carries.
3. To consider and, if appropriate, approve Chapter 220, Taxation, of the Code of the Town of Branford to allow for a property tax exemption with respect to motor vehicles that are owned by a person with disabilities or owned by the parent or guardian of such person. There are a number of questions to be addressed concerning the application and cost of this proposed ordinance. Motion to recommend to the next RTM that this item be taken up for further consideration. All in favor.
Motion to adjourn by Rep. Lambert, seconded by Rep. Docknevich. All in favor.
