RTM Rules & Ordinances Committee Minutes for 9-15-09
 
A regular meeting of the Committee was held, beginning at 7:05 p.m. at Canoe Brook Senior Center.
 
Initially present:  Reps. Sterling, Sullivan, Docknevich, Leonard; Registrars Hally and Burkard; Rep. Reiners.  Arriving later:  Reps. Lambert and Black.
 
The Committee heard the following items:
 
1.  Approval of minutes.  Minutes of the 6-29; 9-2; 7-22 and 8-12-09 meetings were approved.  (Motion by Rep. Sullivan, seconded by Rep. Docknevich.  Reps. Sterling, Sullivan, Docknevich, Leonard in favor, none opposed.)
 
2.  To consider and, if appropriate, approve a request from the Registrars of Voters for the realignment of the voting districts and polling places. 
 
Rep. Sterling moved to finally approve the redistricting ordinance proposed by counsel with attached maps.  Seconded by Rep. Sullivan.
 
Discussion on the motion followed.  The Committee reviewed the maps of each district with the registrars.  Corrections were made on the maps as follows:  There will be only one red star on each map and the legend will indicate that the red star is the district polling place.  Other stars will be deleted. 
 
Motion to amend main motion to renumber maps to 1000 for the 1st district; 2000 for the 2nd district, etc. by Rep. Sullivan, seconded by Rep. Docknevich.  All in favor (Reps. Sterling, Sullivan, Docknevich, Leonard, Lambert.)
 
A small portion of Cider Mill Road sticks out of the 3rd and into the 4th.  The houses on either side this small portion are in the 4th.  Motion to amend main motion to redraw the boundary of the 3rd/4th so that this portion of Cider Mill Road (between #80 Stannard and #3 Cider Mill Road) is in the 4th, not the 3rd, made by Rep. Lambert, seconded by Rep. Docknevich.  Reps. Lambert, Sullivan, Docknevich for; Reps. Sterling,  Leonard opposed.  Rep. Black abstains. 
 
Motion to amend main motion to insert effective date language in Sec. 102-1 by Rep. Sullivan, seconded by Rep. Sterling.  All in favor (6-0-0).
 
Motion to amend main motion to delete “suitable” from Sec. 102-2 by Rep. Black, seconded by Rep. Sullivan.  Reps. Sullivan, Docknevich, Sterling,  Leonard, Black for; Rep. Lambert abstains.
 
The vote on the main motion is called.  The main motion, as amended, carries by a vote of 5-0-1.  Reps. Sullivan, Docknevich, Sterling, Leonard Lambert for; Rep. Black abstains.
 
The Registrars will have the IT Department prepare corrected maps, in both large and small format for next week.  They will forward electronic copies of these maps to the committee for attachment to the proposed ordinances.
 
A copy of the ordinances, as revised per the vote of the committee, as attached hereto.
