RTM Rules and Ordinance Committee minutes from 07-22-09 SPECIAL

A special meeting of the Rules and Ordinances Committee was held at 7:00 p.m., Canoe Brook Senior Center, on July 22.  The meeting was called to order at 7:05 p.m.

Present:  Reps. Sullivan, Lambert, Docknevich, Sterling & Black.  Also present:  Third Selectman Opie.

The Committee heard discussion of the following item:

1.      To consider and, if appropriate, approve a request for the enactment of a fair housing ordinance

        Many members of the public, almost entirely from the mobile home park at 155 N. Ivy in Branford appeared before the committee to raise their concerns concerning poor sanitation, lack of proper maintenance of electrical wires and dangerous failures to prune trees, other failures to maintain the property and inequitable rent increases in the mobile home park.  The committee heard the concerns of these citizens for approximately 90 minutes.  In addition, two landlords of a two unit building appeared to oppose the enactment of a fair rent ordinance.  The committee received correspondence from other larger landlords who would like to be heard on this issue.  Rep. Black will circulate the applicable Connecticut general statutes to the committee.  Rep. Sullivan will try to find out whether the state enabling statutes permit Branford to enact an ordinance that applies only to mobile home parks.

Motion to re-refer by Rep. Black seconded by Rep. Sullivan.  All in favor.

Meeting adjourned at approximately 8:45 p.m.
