The meeting was called to order by the Moderator Rep. Reiners at 8:01p.m. The Moderator led the Body in the Pledge of Allegiance.

2. Approval of the minutes of the previous meeting. Minutes were approved without exception.
3. Reception of communications (Mr. Cooke), reports of committees (Rules and Ordinances).
· Letter from Mr. Cooke, regarding Exit 56 no action taken, Rep. Sterling gave update on redistricting.

11. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $46,903,219 to the Board of Education (Operating Budget) for fiscal year 2009-10.
· Motion by Rep. Giardiello 2nd by Rep. Baker to approve the Budget as recommended by the BOF in the amount of $88,916,547.
· Motion by Rep. Bruno to amend the Board of Education (Operating Budget) by $165,000 to $46,738,219 2nd by Rep. Thayer.
· Motion by Rep. Chapman 2nd by Rep. Maynard to move the question; Motion defeated.
· Motion to amend by Rep. Bruno passed (see attachment)
12. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $677,500 for Board of Education Capital Projects for fiscal year 2009-10.
· Motion by Rep. Thayer 2nd by Rep. Sterling to Amend the Board of Education Capital Project for fiscal year 2009-10 by reducing amount to $510,500; Motion passed (see attachment)
13. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $39,814,268 for all other Town departments for fiscal year 2009-10.
· Motion by Rep. Chapman 2nd by Rep. Black to amend the amount for Town Departments by reducing amount by $9,400; Motion passed.
· Motion by Rep. Sterling to amend further by reducing the amount by $170; Motion passed; 1 no vote Rep. Lambert. The new amount that was approved was $39,804,868 (see attachment)
14. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $1,521,560 for all other Town department capital projects for fiscal year 2009-10.
· Motion by Rep. Thayer to amend amount of the Town Department Capital projects to $1,433,560. Motion passed. (see attachment).
· Motion by Rep. Brooks to put $98,000 from Town Dept. Capital Projects into Public Works Road Improvements; Motion Defeated.
· Motion by Rep. Black to reduce Acct 413.33-07 Consulting Contract Service by $7,000; 2nd by Rep. Nardella; Motion defeated.
· Motion by Rep. Black to reduce Acct # 402.33-07 Consulting by $17,000; 2nd by Rep. Nardella; Motion defeated.
· Motion by Rep. Black to reduce Acct# 415.61-01 Operating Supplies by $5,000; 2nd by Rep. Rowe; Motion defeated.
· Motion by Rep. Twohill to reduce the Salary Acct for unionized and non-unionized Town positions except Police, Dispatchers, and Fire and Waste Water by $65,890.88; Motion to move the question by Rep. Sullivan; Motion
passed. Motion by Rep. Twohill was defeated.
· Motion by Rep. Twohill to reduce the Sinking Fund for the Fire Dept. by $75,000; 2nd by Rep. Flanigan; Motion defeated.
· Motion by Rep. Sullivan to put $98,000 back into the Education Operating Budget; 2nd by Rep. Keefe, Motion was defeated.
· Motion to approve the Budget in the Amended amount of $88,486,977; Motion passed (see attachment)
The Board of Finance approved the following budget for fiscal year 2009-10:
Board of Education: $ 46,903,219
Board of Education Capital: $ 677,500
Subtotal Board of Education: $ 47,580,719
Town Departments: $ 41,355,828
Total: $ 88,916,547
15. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $58,683 to the Open Space Fund Budget for fiscal year 2009-10. Motion by Rep. Thayer to wave rule 4.4.1; 2nd by Rep. Keefe; Motion passed; Motion by Rep. Thayer to approve Motion passed.
16. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $39,643 to the Sewer Assessment Fund Budget for fiscal year 2009-10. Motion by Rep. Thayer to approve; Motion passed.
17. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $38,599 to the Water Assessment Fund Budget for fiscal year 2009-10. Motion by Rep. Thayer to approve; Motion passed.
18. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $96,200 to the Board of Education Adult Education Budget for fiscal year 2009-10. Motion by Rep. Bruno to approve; Motion passed.
19. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $49,500 to the Board of Education Summer Studies Fund Budget for fiscal year 2009-10. Motion by Rep. Bruno to approve; Motion passed.
20. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $691,250 to the Board of Education School Age Child Care Budget for fiscal year 2009-10.Motion by Rep. Bruno to approve; Motion passed.
21. To consider and, if appropriate, approve the recommendation of the Board of Finance of an appropriation of $3,468,838 to the Sewer Utility Fund budget for fiscal year 2009-10. Motion by Rep. Sterling to approve; Motion passed.
22. To consider and, if appropriate, approve the annual compensation for the following elected officials for the term beginning November 17, 2009 and ending November 11, 2011. Board of Selectmen, Treasurer, Board of Assessment Appeals, RTM Moderator and Clerks and Tax Collector remain flat for the first year and increase by 3% for the second year of their term. It was noted this item should also include the Town Clerk and Clerk of BOF.
