2009 Budget Hearings Schedule – Special Meeting Minutes

The Administrative Services Committee held a special meeting to review the following proposed departmental budgets for the fiscal year 2009 – 2010 and to vote on the budgets:

General Government Buildings – Otto Berger, Lead Tradesman with Janice Plaziak
Human Resources/Personnel – Joyce Forte
Labor Relations Negotiator – Joyce Forte
Tax Collector – Joanne Cleary
Commission for Elderly Services – Dagmar Ridgway and Marlowe Ioime
Electronic Data Processing – Peter Hugret
Finance – Jim Finch
Law – Jim Finch
Fiscal Services – Jim Finch

The Directors of each Town department listed above presented their budgets for 2009- 2010 to the RTM Administrative Services Committee.  All members of the Branford RTM ~ Administrative Services Committee relay their thanks and appreciation to all who presented and attended our meeting in order to hear each department’s budget requests and an overview of their department’s activities in support of the taxpayers. 

Discussion of the following department budgets ensued in preparation to vote for the Committee recommendation to the entire body of the RTM at a meeting scheduled for Tuesday,

May 12, 2009:

Probate Court – John Donegan
Assessors/Revaluation – Barbara Neal
Board of Assessment Appeals – Jennifer Acquino, Clerk, on behalf of Joe Chandler
East Shore Health District – Jim Monopoli
  Note: This budget has not been finalized due to State issues
Elections – D. Halley, Marion Burkhard
Counseling Center/Human Services – Pat Andriole
Youth Services – Pat Andriole
Solid Waste – Peg Hall
Executive – First Selectman Anthony DaRos

Motion made by Representative Clare Torelli, seconded by Representative Michael Nardella to recommend the above department budgets be approved as approved by the Board of Finance with the following changes:

         From:  $  40,000                To:  $  37,000          ($ 3,000)
        
           Page 16,   Department: 4107 – Tax Collector,       Line Item:  407.59-01 Tax Refunds
From:  $105,000         To:  $101,000           ($ 4,000)

Page 18,   Department: 4109 – Law,                    Line Item:  409.35-02 Expenses & Claims
           From:  $  50,000                To:   $  42,400         ($ 7,600)

           Page 44,   Department: 4401 – Human Services,          Line Item:  441-33.24 Contracted Services
           From:  $127,474         To:   $142,074           $14,600
           Note:  For the addition of one Child Psychiatrist (Fellow)

2.        Page 26,   Department: 4117 – General Government Buildings, Line Item:  417.40-01 Building R&M
          From:  $138,311         To:   $128,911           ($ 9,400)

Note: Eliminating $6,400 for Canoe Brook floor refinishing and $3,000 for The Academy bathroom renovations which majority of committee felt was not necessary at this time in light of the current economic issues.
