RTM Rules & Ordinances Committee BUDGET Meeting Minutes for 4-21-09
The Meeting began at 7:00 p.m. at Canoe Brook. Present: Reps. Lambert, Fowler, Black, Sullivan, Sterling, presenting department heads. Absent: Rep. Bodner.
The Committee heard the following items:
Budget Reviews
Building Department. Tony Cinicola presented this budget. Motion to approve by Rep. Docknevich, seconded by Rep. Lambert. Motion to amend main motion to reduce public awareness line from $2,000 to $1,000 by Rep. Black, seconded by Rep. Fowler. 3 in favor (Black, Fowler, Sterling); 3 opposed (Lambert, Docknevich, Sullivan); motion to amend fails. Vote on motion to approve as presented: 4 in favor (Sterling, Sullivan, Docknevich, Lambert); 2 opposed (Black, Fowler).
Zoning Board of Appeals. Shirley Rasmussen presented this budget. Rep. Lambert moves to approve the budget as presented, seconded by Rep. Docknevich. Rep. Sterling moves to reduce the education line by $200 and the travel line by $150. Motion to amend carries 4-2 (Reps. Sterling, Sullivan, Black, Fowler for; Reps. Lambert, Docknevich opposed). Main motion as amended carries (Reps. Sterling, Sullivan, Lambert, Docknevish for; Reps. Black, Fowler opposed).
Planning & Zoning. Shirley Rasmussen presented this budget. Due to questions concerning the consulting line, this budget will be carried over to a special May 5 meeting. Motion to carry over to special May 5 meeting made by Rep. Black, seconded by Rep. Fowler. All in favor.
Inland Wetlands. Diana Ross presented this budget. Rep. Black moves to approve this budget as presented; Rep. Sullivan seconds. All in favor (5-0; Rep. Fowler was absent for the vote).
Conservation & Environment Commission. Karyl Lee Hall presented this budget. Motion to approve the budget with a $170 reduction to the operating expenses line by Rep. Sterling, seconded by Rep. Sullivan. Reps. Sterling, Sullivan, Fowler, Black in favor; Reps. Lambert, Docknevich opposed; motion carries.
Economic Development. Terry Elton presented this budget. Rep. Black moves to reduce this budget by $5,000 from the operating expenses line; Rep. Fowler seconds. Motion fails – Rep. Black for; Reps. Sterling, Sullivan, Docknevich, Lambert opposed; Rep. Fowler abstains. Rep. Sullivan moves to approve as presented; Rep. Lambert seconds. Motion carries (Reps. Sterling, Sullivan, Docknevich, Lambert for; Reps. Black, Fowler opposed.)
Water Pollution Control. Manny Furtado presented the Water Pollution Control Budget as well as the Sewer Utility Fund. Rep. Lambert moved to approve the budget as presented, seconded by Rep. Docknevich. All in favor (5-0; Rep. Fowler absent). Motion to continue discuss of Sewer Assessment Fund/Expenditures budget items to 5-5-09 Special Meeting. All in favor.
