The meeting was called to order by Chairman Joseph Mooney at 8:36 a.m. Members present were Victor Cassella, Jeffrey Vailette, Lorraine Young and Kenneth Kaminsky. Charles Shelton was unable to attend.
Also present were First Selectman Anthony ‘Unk’ DaRos, Selectman Fran Walsh, Finance Director Jim Finch and Town Clerk Marianne Kelly.
Also in attendance were Assistant Principal Lee Panagoulias, Youth in Government Coordinators Anna Puglia and John Albinger, and Dr. Kathleen Halligan, Superintendent of Schools
This meeting was held at Branford High School as part of the Youth In Government (YIG) breakfast. Youth In Government Day is held annually at Branford High School. Three parties run for the offices and key positions in the Town. The winners of this election are paired with the corresponding Town employee (see attachment). The YIG breakfast brings them together and ends with students shadowing their ‘office’ for ½ day. This is the second year that the annual meeting of the Board of Finance to set the mill rate is being scheduled in conjunction with the YIG Breakfast to give the ‘elected students’ the opportunity to see their town government in action.
Chairman Mooney welcomed the students, teachers and administrators and gave an overview of the function of the Board of Finance and the Town budget process, which completes the FY 2009-10 budget process after today’s meeting, when the mill rate is set.
1. Mr. Cassella made the motion, seconded by Mr. Vailette, to approve the minutes of the April 27, 2009 meeting. The vote was unanimous.
2. The Youth in Government staff and students were introduced. Department Heads were also introduced and gave a brief overview of their department.
3. To set the mill rate for fiscal year 2009-10. Mr. Vailette made the motion, seconded by Ms. Young.
Chairman Mooney gave an overview of the budget process and how the mill rate is set.
RESOLVED: That the Board of Finance does hereby establish the mill rate for the Town of Branford for fiscal year July 1, 2009-June 30, 2010 at 23.58.
The vote was unanimous.
Ms. Young, Mr. Vailette, Mr. Kaminsky and Mr. Cassella gave closing remarks, thanking the students for their interest in Town Government, as they spend the day shadowing department heads to get a first hand look at how Town government runs.
First Selectman Anthony ‘Unk’ DaRos thanked the students, faculty and Town staff for their commitment to providing this opportunity, emphasized the importance of understanding Town government, and encouraged students to consider careers in Public Service.
Ms. Puglia thanked the Board of Finance for all of their hard work and dedication to the Town. She also thanked Unk and the Town employees for their willingness to make YIG a hands-on experience for the students.
Mr. Cassella made a motion to adjourn, seconded by Ms. Young; the vote was unanimous. The meeting adjourned at 9:50 a.m.
