Board of Finance SPECIAL minutes from 12-17-07

The meeting was called to order by Chairman Joseph Mooney at 7:34 p.m.  Also present were Lorraine Young, Kenneth Kaminsky, Victor Cassella and Jeffrey Vailette. Charles Shelton, Jr. was not present.
Also present were First Selectman Anthony ‘Unk’ DaRos, Selectman John Opie, James Finch, Finance Director, and Marianne Kelly, Town Clerk.
1.      Mr. Kaminsky made the motion, seconded by Ms. Young, to approve the minutes of the October 29, 2007 meeting. The vote was unanimous.

2.      Chairman Mooney noted changes to the 2008 Board of Finance Meeting Calendar.  Mr. Cassella made the motion, seconded by Mr. Vailette, to accept the 2008 Board of Finance Meeting Calendar, with changes.  The vote was unanimous. 

3.      The Board of Finance heard a presentation from Wachovia Securities Merrill Lynch with regard to the performance of the town’s pension fund for the quarter ending September 30, 2007.

4.      The Board of Finance heard a presentation on the three year HazWaste resolution from Solid Waste Manager, Peg Hall.

5.      The Board of Finance heard a request from the Registrar of Voters for the following transfer (FY 2007-08):

Mr. Vailette made the motion, seconded by Mr. Cassella.  The vote was unanimous.

6.      The Board of Finance heard a request from the Town Clerk for the following transfer (FY 2007-08):

From:   101-4904-494.59-13               Contingency                             $( 9,775)

To:       101-4101-401.52-01               Update Law Ordinances           $  9,775

Mr.  Cassella made the motion, seconded by Mr. Kaminsky.  The vote was unanimous.

From:   101-4101-401.12-03               Salaries                                    $( 1,500)

To:       101-4101-401.58-01               Training & Education                $  1,500

Discussion followed and the Board felt that the Training and education transfer should come out of contingency instead of the salary line item to read as follows:

From:   101-4904-494.59-13               Contingency                             $( 1,500)

To:       101-4101-401.58-01               Training & Education                $  1,500

Mr.  Cassella made the motion, seconded by Mr. Kaminsky.  The vote was unanimous.

7.      The Board of Finance heard a request for the following transfer from the Anthony Cinicola, Building Department, which when combined with existing funds will enable the  purchase of a hybrid SUV (FY 2007-08):

From:   101-4205-425.33-17               Consulting Services                   $( 3,700)

To:       101-5000-500.95-10               Capital Projects                        $  3,700
Mr. Cassella made the motion, seconded by Ms. Young. The vote was unanimous.
8.      The Board of Finance heard an update from First Selectman, Unk DaRos, regarding the Fire/Public Works facility.  Mr. DaRos expressed his preference for locating the public works department at Tabor Drive and to construct the new fire headquarters at North Main St. Mr. DaRos also informed the Board that he would be working with consultants to develop a new site plan for the Tabor property and that he intends to have an estimate of these the costs for the next Board of Finance meeting.

Ms. Young made the motion, seconded by Mr. Kaminsky to adjourn the meeting at 8:26 p.m. The vote was unanimous.
