BOARD OF FINANCE MINUTES
NOVEMBER 29, 2004
The meeting was called to order by Chairman Joseph Mooney at 7:31 p.m. Also present were Lorraine Young, Charles Shelton, Jr., Victor Cassella, Jeffrey Vailette and Kenneth Kaminsky. All present.
Also present were Selectmen Opie, Myjak and Kinney, Treasurer Bob Denhardt, Finance Director Jim Finch, and Human Resources Director Bob Moore
1. Mr. Shelton made a motion, seconded by Mr. Vailette to accept the minutes of the October 25, 2004 Board of Finance meeting. The vote was unanimous.
2. A presentation regarding revaluation was presented by Selectman Opie, Assessor Barbara Neal and Stephen Ferreira from Vision Appraisal. There will be a public hearing on December 1st and 2nd at the Branford High School Student Center at 7:00 p.m. Chairman Mooney thanked them for their presentation.
3. Brian Festa, R.T.M. R & O Committee member and Finance Director Jim Finch, Assessor Barbara Neal presented more information on the Veteran’s Tax exemption program. Discussion followed.
Mr. Cassella made the motion, seconded by Ms. Young.
RESOLVED: That the Board of Finance recommends that the R.T.M. amend the current veteran’s local option ordinance to be in line with PA 03-44 concerning an optional increase in the veteran’s property tax exemption, subject to section 1 amend State Statute 12-81f.
The Board also recommends that the R.T.M. increase the current local option veteran’s exemption from $2,000 to $4,000 for qualifying veterans, and increase the income limits for this exemption program to $12,500 over the income limit of 12-8ll. The vote was 4 yes 0 no with Mr. Shelton and Mr. Kaminsky abstaining.

No action was taken on the elderly relief through tax exemption. Chairman Mooney made a request to form a work group to study this further.
Mr. Vailette made a motion to table this item for further information, seconded by Mr. Cassella. The vote was unanimous.
4. The Board considered the Building Department’s request for staffing needs which were presented by Human Resources Director Bob Moore and Building Inspector Tony Cinicola.

Mr. Cassella made the motion, seconded by Ms. Young.
Resolved: That the Board of Finance recommends to the R.T.M. a transfer of $40,000 as requested by the Human Resources Director Bob Moore. The vote was unanimous.
Mr. Cassella made the motion, seconded by Mr. Vailette to adjourn the meeting at 9:30 p.m. The vote was unanimous.
